A UAE company with a valid trade licence, a signed employment contract and a candidate holding a plane ticket still cannot file a single residence visa application if it does not hold an establishment card. Nothing moves. Not the entry permit, not the medical, not the Emirates ID.

That is the first fact worth internalising about UAE residence visas, and it explains most of what goes wrong. The visa is not one process. It is a chain of five or six separate steps run by different systems, sitting underneath a trade licence which itself sits underneath a tenancy. When a start date slips, the cause is almost never the medical or the biometrics. It is that something two links up the chain was not ready.

The second fact is what a slip costs. Once a permit lapses, exposure runs at AED 50 per person per day, at a flat rate that does not escalate, and paying it does not resolve anything, because ICP requires that status is adjusted or the person leaves the UAE [2]. There is also a AED 100 smart services fee, and a AED 2,000 penalty for misuse of smart services [2].

Why does nothing move without the establishment card?

Short answer: because the establishment card is the company's identity inside the immigration system, and every visa application is filed against it.

The trade licence proves the company exists commercially. The establishment card, sometimes called the immigration card or immigration establishment card, registers the company with the immigration authority and creates the file that residence visas are issued under. Without it, the company is visible to the licensing authority and invisible to immigration.

That produces one of the most common founder failures we see. The licence is issued, the founder treats setup as finished, hiring starts, offers are made, and start dates are agreed. Then the first visa application is attempted and the company discovers it has no immigration file, at which point the establishment card has to be obtained before anything else can begin.

Two things about this table matter more than the steps themselves.

The first is that each step has a different owner. The free zone authority may handle steps one and two. Approved private medical centres handle step four. ICP handles Emirates ID. GDRFA handles a great deal of Dubai residence processing. When you ask "where is my visa", the honest answer is usually "with whichever of these four is currently holding it", and nobody has a single dashboard covering all of them.

The second is that step three is conditional. Not every applicant needs a status change, and not every applicant is permitted one. That single question decides whether the applicant stays in the country or has to fly out and come back, which is the difference between a smooth week and an expensive one.

Pro Tip: Build the sequence backwards from the date the person actually needs to start work, not forwards from the date you begin. Then add the establishment card, the quota check and the medical appointment as three separate items with their own lead times. Most missed start dates come from planning the visa as one task with one duration.

What is the entry permit and where does it slip?

Short answer: it is the permission that makes everything after it possible, and it slips on quota, on documents and on name mismatches.

The entry permit, sometimes called the employment entry permit or the e-visa, authorises the person to enter the UAE, or to remain in it, for the purpose of completing residence formalities. It is time limited. Everything downstream has to happen inside its validity, which is why a permit issued and then left unused while somebody finishes a notice period is a genuine risk rather than an administrative detail.

Three things delay it most often.

Quota. Visa allocation is tied to premises, not to how many people you want to hire. A flexi desk or shared desk carries a lower allocation than a private office, and more space generally means more slots. Documents. Passport validity, photograph specification, attested qualifications where the role requires them, and the employment contract. Attestation of a foreign degree is the item that most often adds weeks, because it runs through authorities in the country of issue before it reaches the UAE. Name mismatches. A passport with a single name and no surname, a name spelled differently on the degree certificate than in the passport, or a married name on one document and a maiden name on another. These are trivial to fix at the start and expensive to fix once the file is in the system.

Real Talk: We are not going to publish a number of days for entry permit processing, and you should be sceptical of anyone who does. It varies by authority, by emirate, by nationality, by whether security clearance is triggered, and by season. What we will say is that the variance is real, which is exactly why you should not promise a candidate a start date that assumes the fastest possible outcome. Confirm current processing expectations with ICP, GDRFA or your free zone before anyone gives notice on an existing job.

When do you need a status change, and when can you not have one?

Short answer: a status change converts an existing visit or tourist status into residence processing without leaving the country, and it is not available to everyone.

If the applicant is already in the UAE on a visit or tourist entry, a status change lets the residence process continue without an exit and re-entry. If it is not available, the applicant leaves the country and re-enters on the entry permit, which means flights, at least one hotel night, and a gap in whatever they were doing.

Whether a status change is possible depends on the current entry type, the nationality, the category of residence being applied for and the current rules of the authority handling it. That last point is important. This is one of the areas where practice changes, so the answer you got two years ago is not evidence of the answer today.

Common Mistake: Bringing somebody to the UAE on a tourist entry, telling them the company will convert it, and only then checking whether a status change is available for their entry type and nationality. If it is not, you have created an unplanned exit and re-entry at company cost, usually at short notice and at the worst airfare of the month. Check availability before the person books a flight, not after they land.

Note also that arriving on a visit visa is not a licence to start working. Employment before the residence process reaches the right stage is a status issue, and status issues attach to the individual as well as the company.

What is the medical fitness test actually for?

Short answer: it is a statutory public health screening carried out at approved centres, and the result gates the residence visa.

Every applicant for UAE residence goes through a medical fitness test at an approved centre. It is a screening test rather than a general health check, and its purpose is public health rather than assessing whether you are well enough to work.

We are not going to publish the list of conditions screened for, the fee, or a turnaround time. The screening panel, the pricing tiers and the processing options are set by the health authority in the relevant emirate and by the individual approved centre, and they differ. Confirm the current position with the approved centre and with ICP or GDRFA before you build a timeline around it.

What we can tell you is where the medical goes wrong in practice.

The appointment is booked before the applicant is legally in the right status. The medical has to happen while the applicant is inside the UAE on a basis that permits it. Booking it against a status that has lapsed or has not yet converted wastes the appointment.

Results are not instant and are not always same day. Approved centres commonly offer different service tiers with different turnaround. If your start date has no slack, the medical is one of the two places to spend money buying speed, the other being the Emirates ID service tier.

A result that is not clear stops everything. If the screening produces a result requiring further review, the residence application does not proceed until it is resolved, and there is no workaround. Nobody plans for this because it is uncommon, which is precisely why it derails start dates when it happens.

Documents at the centre. The applicant needs the entry permit, passport and photographs in the specification required. Turning up without them is a wasted slot in a diary that may not have another one that week.

Pro Tip: Book the medical and the Emirates ID biometrics for the same trip wherever the centre offers both, and do it in the first days of the entry permit's validity rather than the last. The single most common self-inflicted delay we see is treating the permit's validity as a deadline rather than as a window, then discovering that the only remaining appointment falls outside it.

What happens at Emirates ID registration and biometrics?

Short answer: ICP registers the individual's identity and captures their biometrics, and the Emirates ID becomes the document that everything else in daily life runs on.

The Emirates ID is the identity card issued by ICP, and it is far more consequential than the plastic suggests. Banking, tenancy registration, utilities, telecoms, school enrolment, health insurance and most government services all key off it. A residence visa without a delivered Emirates ID leaves a person legally resident and practically stuck.

The registration is filed as part of the residence application, and biometrics are captured at an authorised centre. Fees and service tiers are set by ICP and vary by visa duration and by the service level chosen, so confirm the current schedule with ICP rather than budgeting from an article.

Three points founders and HR teams get wrong.

Biometrics are personal and cannot be delegated. Whatever else a PRO can do on the company's behalf, the applicant has to attend in person. Schedule around their travel rather than assuming it can be squeezed in.

Delivery is a separate event from issuance. The card is produced and delivered after approval, and the applicant needs to be reachable for it. People who fly out immediately after biometrics create a problem for themselves.

Children and dependants each need their own. Family sponsorship means each dependant goes through their own medical, where applicable, their own biometrics and their own Emirates ID. Quick Math: Four people at one appointment each, with one avoidable re-visit apiece because a photograph or a document was wrong, is eight trips instead of four. Nobody prices that in hours, but for a founder doing it personally it is most of a working week. This is why the document check before the first appointment is worth doing properly.

What does visa stamping mean now that it is digital?

Short answer: the residence is granted and recorded, and in most cases the record itself is now electronic rather than a sticker in the passport.

Historically the residence visa was physically stamped into the passport, and the phrase survived the practice. Today UAE residence is largely recorded digitally, with the Emirates ID and the electronic record carrying the status. Some categories and some emirates still involve a physical endorsement, so confirm what applies to your specific case with ICP or GDRFA.

What matters practically is that this is the point at which the person becomes resident, and several things become possible only after it: opening a personal bank account on resident terms, registering a tenancy in their own name, sponsoring dependants, and in most cases applying for a driving licence.

Why does the whole chain sit under the trade licence and Ejari?

Short answer: because the dependency runs Ejari to licence to establishment card to visa, and a problem at the top surfaces months later at the bottom.

This is the single most useful thing to understand about UAE immigration for a company. The chain is:

Ejari or tenancy contract gates licence renewal. The licence gates the establishment card. The establishment card gates every residence visa.

Run that forwards and it is obvious. Run it in real time and it is not, because the failure appears somewhere other than where it was caused. A tenancy that lapsed in March produces a licence that cannot renew in May, which produces an establishment card that cannot renew in May, which produces a visa application that is refused in June. By June, the visa looks like the problem. It is not. It is the symptom.

There is one structural point worth flagging here. An offshore company is not a route to residence. Offshore vehicles are holding and asset structures, they do not carry a residence visa allocation, and they cannot sponsor anyone. What happens at renewal?

Short answer: the same chain runs again, from the top, and the medical and Emirates ID steps repeat.

Renewal is not a rubber stamp. In substance it repeats the sequence, because the underlying facts have to be re-established. The licence must be current, which means the tenancy must be current. The establishment card must be current. A fresh medical fitness test is generally required. Emirates ID is renewed with the residence.

Common Mistake: Diarising the residence expiry date and nothing else. There are at least four expiry dates in play for a sponsored family: the licence, the establishment card, the sponsor's residence and each dependant's residence, and they do not run in step. Keep one calendar with all of them, and set the reminder well before the earliest, not the latest. Employees add a further wrinkle. Under Federal Decree-Law No. 33 of 2021 an employer terminating during probation gives 14 days written notice, a worker moving to another UAE employer during probation gives not less than one month with the new employer compensating recruitment costs unless agreed otherwise, and a foreign worker leaving the State during probation gives not less than 14 days [6]. Outside probation, notice is not less than 30 and not more than 90 days as agreed in the contract [6]. Those periods interact with visa cancellation timing, which is why an early departure needs the employment side and the immigration side planned together. What happens on cancellation, and how long do you have?

Short answer: cancellation runs in the reverse order of issuance, and the grace period you get depends entirely on which residence you hold.

The order matters because dependants derive status from the sponsor, and the sponsor derives capacity from the company.

Then the grace period, which is where the biggest single misunderstanding sits.

Golden, Green and Blue residence holders and their family members have a 180-day grace period after expiry or cancellation [1]. That is six months to arrange the next step. Other residence categories have materially shorter periods, and you should confirm the exact position for your permit type with ICP or GDRFA rather than assuming the 180 days is general. It is not.

The Green visa is worth knowing about here specifically, because it changes what a cancellation means for the individual. It is self-sponsored, runs five years, is renewable, requires no UAE employer or sponsor, and permits the holder to sponsor a spouse and children [4]. The skilled worker route requires a bachelor's degree, MOHRE occupational classification levels 1 to 3, a valid UAE employment contract and a minimum monthly salary of AED 15,000. The freelance route requires a degree or specialised diploma, a Ministry-issued freelance or self-employment permit, and annual income of not less than AED 360,000 in each of the two previous years. The investor or partner route requires proof of investment or contribution to a UAE business venture with the necessary licences and approvals, and ICP publishes no minimum investment amount [4]. Quick Math: Take a family of four whose permits lapse for 30 days between one arrangement and the next. At AED 50 per person per day that is AED 6,000 [2], plus the AED 100 smart services fee [2], and it does not clear the underlying position, because status still has to be adjusted or the family has to leave [2]. Against that, a Golden, Green or Blue holder in the same situation is inside a 180-day grace period and owes nothing [1]. The permit type, not the diligence of the individual, is what decides that outcome.

Short answer: in six places, and only one of them is a government processing time.

The pattern is that five of the six are decisions made by the company, not delays imposed by an authority. The one genuine variable, government processing time, is the one nobody can control and the one everybody plans around by guessing. Reverse that. Control the five and leave slack for the sixth.

Pro Tip: For any hire whose start date is contractual or commercially critical, run the establishment card, the quota check and the attestation as three parallel tasks the day the offer is accepted. None of them depend on each other, and all three have to be finished before the entry permit can be useful.

What does the visa side actually cost?

Short answer: the visa is priced inside your setup route rather than as a standalone line, and the government components are matters for ICP and GDRFA to quote.

Get the visa chain sequenced properly

The UAE residence visa is not one process with one duration. It is a chain: establishment card, entry permit, status change where it is available, medical fitness test, Emirates ID registration and biometrics, then the residence itself. Each step has a different owner, and each one can only start when the one above it is finished.

Underneath all of it sits a simpler dependency that explains most failures. The tenancy gates the licence, the licence gates the establishment card, and the establishment card gates every single residence visa, including the owner's own. Fix problems at the top of that chain and the bottom takes care of itself. Ignore them and a March tenancy issue becomes a June visa refusal.

They have to be planned together. An employer terminating during probation gives 14 days written notice, a worker moving to another UAE employer during probation gives not less than one month, and outside probation notice is not less than 30 and not more than 90 days as agreed in the contract [6].

What is the single most common cause of a delayed UAE visa?
