Carrying another company's workers by bus in Dubai without a Roads and Transport Authority (RTA) permit carries a fine of AED 10,000 under Executive Council Resolution No. 33 of 2011, and RTA can suspend an operator's permit for up to six months [1]. The permit you need is not called "staff transport". RTA files the service under an activity named Passengers Transport by Rented Buses, and its own activity card describes it as transporting "the employees and workers of the beneficiary entities" between their homes and their workplaces [2].
That naming gap is an easy place for a staff transport plan to go wrong. A founder searches the Dubai Department of Economy and Tourism (DET) list for "staff transport", finds Buses Rental, licenses it, and later learns that the Buses Rental permit forbids renting a bus with a driver [3]. This guide covers the right activity for each bus business, the RTA permit and its fees, the bus and driver rules, contracts with employers, school transport, the VAT exemption and the unrecoverable input VAT that comes with it, corporate tax, and a first-year budget.
BusinessDubai.ae has formed Dubai mainland and free zone companies since 2013. Every figure below comes from a named RTA, DET or Federal Tax Authority (FTA) source, an advertised market price labelled as such, or our own package prices. This is general guidance, not legal or tax advice on your specific contracts.
What licence do you need to run a staff transport company in Dubai?
To carry employees by bus for client companies in Dubai, license DET activity 4922006 Passengers Transport by Rented Buses and obtain the RTA rented buses permit, which costs AED 4,000 and renews yearly at AED 2,000. Register each bus for the activity, and put every driver aged 25 or over through RTA's bus driver permit [2].
A staff transport company in Dubai needs two approvals. The DET trade licence makes the company legal; the RTA permit makes its buses legal to carry passengers. RTA's card for the activity cites Executive Council Resolution No. 33 of 2011 and Administrative Resolution No. 25 of 2021 [2].
There is no DET activity named "staff transport", "employee transport" or "labour transport". The closest match on the DET business activity list is 4922006 Passengers Transport by Rented Buses, a Commercial activity described as including "firms involved in private hire of buses from charter bus companies to passenger transport, either for short, or a longer contract basis" [4]. RTA's card uses an older code number for the same activity, 602104 [2], so check the code on your licence at application.
The order of the two approvals matters. RTA's NOC service page says that for a DET licence, the RTA Commercial Transport Activity Permit activates transport activities that sit on the licence as "Inactive", and warns that holding a licence with an inactive transport activity exposes the company to a violation [5]. The NOC is valid for 90 days and approvals take 3 to 15 days. For a Dubai mainland company, our mainland company setup service handles the DET side while you prepare the RTA file.
Pro Tip: Before you reserve a trade name, write one sentence describing your service: who supplies the bus, who supplies the driver, and who the passengers are. That sentence decides the activity, the RTA permit, the licence type and the VAT treatment.
Which activity fits: with a driver, without a driver, school runs or managing a client's fleet?
Dubai licenses four bus businesses separately. Passengers Transport by Rented Buses (4922006) covers buses with drivers on contract; Buses Rental (7710003) covers leasing without drivers; School Transport (4922008) covers students; and Bus Management & Operation (5221011) covers running another party's buses. The RTA permit and its fee differ for each [4].
The table below maps each DET activity to its licence type and RTA permit, using the DET activity list and the RTA activity cards dated April 2024 [4][2][3][6].
| Activity (DET code) | Licence type | What it covers | RTA permit | RTA fee (AED) |
|---|---|---|---|---|
| Passengers Transport by Rented Buses (4922006) | Commercial | Buses with your drivers carrying a client's staff under contract | Rented buses permit (RTA activity 160) | 4,000 to issue, 2,000 to renew |
| Buses Rental (7710003) | Professional | Leasing buses "without drivers" to schools, firms or individuals | Buses rental permit (RTA activity 157) | 1,000 to issue, 1,000 to renew |
| School Transport (4922008) | Commercial | Carrying school students and nursery pupils on school-spec buses | School bus operating, driver and supervisor permits | 200 each |
| Bus Management & Operation (5221011) | Commercial | Managing and operating buses that belong to another party | Not covered by the cards cited here; confirm with RTA | Confirm with RTA |
In practice, the driver decides the activity. If your driver goes with the bus, the business is Passengers Transport by Rented Buses, whatever the client calls the contract; if the client supplies its own driver, it is Buses Rental.
The DET description of Buses Rental is explicit. It covers "leasing, without drivers, buses and other public transports", including long contracts "with private and public firms to transport employees" [4]. RTA's Buses Rental card, issued under Executive Council Resolution No. 47 of 2017, lists among the operator's obligations: "Refrain from renting the vehicle with a driver." [3]. The same card requires the lessor to "Install a tracking system, a speed limit system, or other systems specified by RTA", and to register every vehicle in Dubai whether owned or leased [3].
Two neighbouring activities trip people up. Chauffeur-driven cars fall under the RTA limousine franchise in our limousine service guide, and self-drive cars under our car rental business guide. DET's Fleet Vehicles Management activity covers corporate fleets "except buses" [4], so running a client's own buses points to 5221011 instead.
Real Talk: Some operators want both models: driven buses for contractors and dry leases for clients with their own drivers. That is two activities and two RTA permits, AED 4,000 and AED 1,000 in year one, and the two fleets have to be kept apart on paper. Keep a separate register for each fleet so an inspector can see which permit each bus works under.
How do you get the RTA rented buses permit, and what does it cost?
The RTA rented buses permit costs AED 4,000 to issue and AED 2,000 to renew each year, with AED 3,000 listed for registering a bus for the activity and AED 200 for each driver permit. RTA's NOC page lists the permit at AED 4,000 plus AED 120 in letter and innovation fees [2][5].
The steps, in order
- Initial approval and trade name. The card requires the company to "obtain the initial approval and reserve the trade name through the Department of Economy and Tourism or the Free Zone and Development Areas in the Emirate" [2].
- Apply to RTA's Commercial Transport Activities Department. Give RTA "the location of the establishment and the locations and numbers of buses to be operated", with an undertaking to obtain permits for those buses [2].
- Pay and receive the permit. For a DET licence, RTA's NOC page routes this through the Invest in Dubai portal as an activation of transport activities, with approvals of 3 to 15 days [5].
- Complete the trade licence with DET or the free zone.
- Register the buses in the traffic system and RTA's electronic permit system, and obtain a permit for every bus in the activity [2].
- Put each driver through the bus driver permit before he drives a passenger.
The table sets out every fee line on the April 2024 card, with the two RTA-page fees from the NOC service page added at the bottom [2][5].
| Fee line | Amount (AED) | Notes |
|---|---|---|
| Issuing the rented buses permit | 4,000 | Valid one year |
| Renewing the permit | 2,000 | Yearly |
| Waiving (assigning) the permit | 4,000 | Transfer to another party |
| Replacing a lost permit document | 500 | |
| "Bus registration for the purpose of practicing the activity" | 3,000 | The card does not say whether this is per bus or per company |
| Issuing a bus driver professional permit | 200 | Per driver |
| Renewing a bus driver professional permit | 200 | Per driver, yearly |
| Replacing a lost or damaged driver permit | 200 | |
| Legal authorisation letter (NOC page) | 100 | Shown with the AED 4,000 permit on the NOC page, total AED 4,120 |
| Knowledge and Innovation fee (NOC page) | 20 | As above |
The AED 4,000 appears on both the card and the NOC page; treat it as one fee shown on two RTA pages, not AED 8,000. The 2011 resolution sets the same AED 4,000 issue fee, AED 2,000 renewal and AED 3,000 bus registration, and its penalty schedule lists AED 10,000 for passenger transport by bus without a permit, AED 5,000 with an expired permit and AED 1,000 for a driver without a permit [1].
Common Mistake: Running staff routes on a Buses Rental permit. It looks cheaper at AED 1,000 against AED 4,000, but the rental card forbids renting with a driver, and RTA checks. In December 2020 RTA reported 353 inspections of bus rental facilities and 42 offences, mainly for rental buses used for purposes other than those designated [7]. A bus doing staff runs under the wrong permit is exactly that offence.
Real Talk: The card obliges the operator to "Provide the minimum number of buses for the establishment, according to the requirements of the Agency" [2], and no number is published anywhere in the RTA material cited here. Do not assume one bus is enough, and do not assume ten is required. Put your planned fleet size to RTA in writing at the application stage, ask whether it meets the minimum, and keep the answer on file.
What rules does a staff bus have to meet in Dubai?
A staff bus in Dubai must seat 14 or more passengers including the driver, stay within a 15-year life from manufacture, have two emergency exits, fire extinguishers, first aid kits and two-point seat belts on every seat, and be registered for the activity in RTA's traffic system, under the April 2024 RTA activity card [2].
The table lists each vehicle requirement on the rented buses card, quoted where the wording matters [2].
| Requirement | What the RTA card says | Practical note |
|---|---|---|
| Size | "The bus shall be designated for 14 or more passengers with the driver." | Ask RTA what applies to smaller vans |
| Age | "The normal life of buses is 15 years from the date of manufacture" | Replaced at the end of that life |
| Emergency exits | Two, for light and heavy buses | |
| Fire extinguishers | At least one on a minibus, two on a bigger bus; 4 kg for a light bus, 6 kg for a heavy bus | |
| First aid kits | At least one on a light bus, at least two on a heavy bus | |
| Seat belts | "Two-point seat belts shall be provided for all seats." | Check older buses before buying |
| Other kit | Reflective triangle, no-smoking stickers, reversing alarm, Gulf Standard 203/42 | |
| Capacity | No more passengers than the permitted number for the bus | A contract headcount must fit the seats |
| Registration | Traffic system and RTA's electronic permit system | Each bus carries its own permit |
| Housing | "Provide sites for housing buses according to the requirements of RTA." | A yard or parking site |
| Maintenance | Periodic and preventive, with a maintenance record | |
| Changes | No window tint, curtains, modified specifications or advertising without an RTA permit | Ask RTA before adding signage |
| Air conditioning and GPS | Not stated on this card | See the air-conditioning section |
The card sets no air-conditioning temperature and no GPS or tracking requirement for contract buses, unlike the school bus card and the Buses Rental card [6][3]. Silence on the card is not a promise that RTA will never ask, so confirm at inspection. The card also requires a complaints record, lost items handed to the security authorities within two working days, and an update to RTA whenever the company's location changes [2].
Pro Tip: Work the 15-year rule backwards before you buy a used bus. A bus manufactured in 2019 has to leave the activity in 2034, so in 2026 you are buying eight working years, not fifteen. Price the bus on those remaining years, and match its remaining life to the length of the contract you are buying it for.
Should you buy your buses or lease them?
Buying gives you control of age and fit-out, with a new 22 to 23 seat Toyota Coaster advertised at AED 218,900 to 265,900 on CarSwitch in 2026. Leasing from a licensed Buses Rental company spreads the cost, but each bus must still be permitted for your activity, and your own drivers must drive it [8][2].
Buying makes sense when you have a contract long enough to carry the purchase. A new bus covers several contract cycles inside its 15-year life, and you choose the seats, belts and air conditioning. The cost is capital: five new Coasters at the advertised range run from about AED 1.09 million to AED 1.33 million before VAT [8].
Leasing without a driver from a Buses Rental licensee suits a first contract or a seasonal peak. The lessor holds the AED 1,000 rental permit, registers the vehicle in Dubai and fits the tracking and speed systems RTA specifies [3]. You still register the bus for your rented buses activity and put your own permitted driver behind the wheel [2]. Check that the lease allows use in a passenger transport activity.
Two points change the comparison. A bus lease without a driver is taxed at 5% VAT, which an operator whose own service is exempt cannot recover (see the VAT section). And a lessor that supplies the driver too is not leasing: it is running the rented buses activity, and you would be subcontracting.
For reference, labour bus hire is advertised in Gulf News classifieds at AED 9,500 to 16,000 a month depending on seats, route and term [9]. That is an advertised range, not a market rate, but it shows what your client could pay a competitor instead of you. Our equipment rental company guide works through the same buy-or-lease decision for plant and machinery.
What does a staff bus driver need in Dubai?
A staff bus driver in Dubai needs a UAE light bus or heavy bus licence, available from age 21, plus RTA's bus driver professional permit, which requires age 25, Arabic and English, psychological, language and theory tests, training, and the operator's sponsorship. The permit costs AED 200 and renews yearly at AED 200 [10][2].
The driver requirements come from two RTA sources: the driving licence categories on RTA's licensing service page and the professional permit conditions on the rented buses card [10][2].
| Requirement | Detail | Source |
|---|---|---|
| Light bus licence | Light vehicles and light buses carrying up to 26 passengers, excluding the driver; minimum age 21 | RTA licensing page |
| Heavy bus licence | Light and heavy buses and light vehicles; minimum age 21 | RTA licensing page |
| Licence type | A licence "according to the type of bus he is driving" | Rented buses card |
| Age for the professional permit | "not less than 25 years" | Rented buses card |
| Sponsorship | Under the same sponsorship as the operating company | Rented buses card |
| Conduct and record | Good conduct; traffic points report | Rented buses card |
| Medical | Certificate showing freedom from disease, drugs and alcohol | Rented buses card |
| Languages and tests | Speaks Arabic and English; passes psychological, language and theory tests | Rented buses card |
| Training | Attends RTA's prescribed bus driver courses | Rented buses card |
| Validity and fees | One year, renewable; AED 200 to issue, AED 200 to renew | Rented buses card |
The April 2024 card lists AED 200, but Schedule 1 of the 2011 resolution shows higher figures of AED 500 to issue and AED 300 to renew a driver's permit [1]. Budget on the card figure and treat RTA's payment page as final.
Every driver must hold a UAE residence visa under your company, with its own medical, Emirates ID and labour contract. A BusinessDubai.ae mainland package includes one visa, which often goes to the founder; drivers' visas are additional. Our post-setup services team processes employee visas and the yearly renewals that follow.
Common Mistake: Hiring a 23-year-old with a heavy bus licence and assuming he can start. The licence is available at 21, but the professional permit for this activity requires 25, and RTA's penalty for a driver without a permit is AED 1,000 [2][1]. Screen for age before you pay for a visa.
The 26-passenger line matters when you choose buses: a 23-seat Coaster sits inside the light bus category, while a 30-seat bus needs a heavy bus licence [10].
What should a staff transport contract with an employer cover?
A staff transport contract in Dubai must set the loading and unloading points, because RTA ties them to the client contracts, and a copy of the contract must be kept inside the bus. Beyond that, write in routes, shift times, capacity, air conditioning, breakdown cover, fuel adjustment, insurance responsibility and the VAT position [2].
The rented buses card makes the client contract part of the regulatory file. The operator must "Provide a copy of the work contracts concluded between the establishment and the customers inside the bus", and must set loading and unloading points "according to the contracts concluded with the beneficiaries" [2].
The table lists the clauses that protect an operator, with the basis for each.
| Clause | Why it matters | Basis |
|---|---|---|
| Loading and unloading points | RTA links them to the contract | RTA card [2] |
| Contract copy in each bus | Required inside the bus | RTA card |
| Passengers per trip | Must not exceed the bus's permitted number | RTA card |
| Routes, shift times and seasonal changes | Summer schedules shift with site working hours | Commercial |
| Air-conditioning standard | No temperature on the card; agree one | Commercial |
| Replacement bus on breakdown | Defines what counts as a missed trip | Commercial |
| Fuel adjustment | Diesel was AED 4.80 per litre in October 2026, up from AED 4.30 in September [11] | Commercial |
| Insurance responsibility | Who insures the passengers and the vehicle | Get quotes before signing |
| VAT wording | States the exempt treatment and what happens if the FTA disagrees | FTA guidance, see VAT section |
Insurance belongs in the contract as a term. Agree who carries passenger cover, at what limit, and who pays any excess after an accident, then get insurer quotes on that wording. The school transport regime requires a policy covering all bus passengers [6], and a staff client may ask for the same.
Pro Tip: Fuel is the line that breaks fixed-price contracts. Diesel moved from AED 4.30 to AED 4.80 per litre in a single month in 2026 [11], and a two-year contract at a fixed monthly rate absorbs every such move. Tie part of the monthly price to the published monthly diesel price, with a stated base price, so both sides know the adjustment in advance.
Do staff buses have to be air-conditioned in Dubai?
The RTA activity card for contract staff buses, dated April 2024, sets no air-conditioning temperature. The 24 degrees Celsius, plus or minus three, standard in Administrative Resolution No. 201 of 2012 applies to scheduled public buses, and school buses must cool to 24 degrees or below. Treat air conditioning as a contract term [2][12].
Administrative Resolution No. 201 of 2012 requires air conditioning that keeps the bus within three degrees either side of 24 degrees Celsius, but it applies to establishments running buses on fixed routes and scheduled timings, which is public transport [12]. Whether RTA applies that figure to contract staff buses is not stated in the material cited here. School buses are different: the school transport card requires "a cooling system that cools down to a temperature not exceeding 24 degrees Celsius" [6].
This guide could not confirm a current federal or Ministry of Human Resources and Emiratisation (MOHRE) technical standard for worker buses. In May 2019, Khaleej Times reported that MOHRE and the Ministry of Interior had announced "Happiness Buses" for workers, with air conditioning, chilled water, first aid kits and emergency doors, and annual inspections by local authorities [13]. Its current status is unconfirmed, so ask your client and RTA whether any such standard applies.
The midday break and scheduling
The UAE midday break governs outdoor work, not buses. In 2025, MOHRE banned work under direct sunlight and in open-air spaces from 12:30 pm to 3:00 pm between 15 June and 15 September, with fines of AED 5,000 per worker per breach capped at AED 50,000, as reported by Gulf Today on 3 June 2025 [14]. Nothing in that announcement regulates vehicles.
It still affects your timetable, because a construction client's summer site hours move its pickups and drop-offs. Plan summer schedules with the client before June, write the seasonal timetable into the contract so a shift change is not treated as a new service, and check the current year's MOHRE announcement for the dates.
Real Talk: Whatever the rules say, a staff bus with failed air conditioning in August is a contract at risk and a welfare problem for the passengers. Specify the air-conditioning standard in the contract, service the AC before every summer, and keep a replacement bus available.
How is a school bus company different from staff transport?
A school bus company in Dubai needs DET activity 4922008 School Transport and RTA school transport permits at AED 200 each for the operating permit, driver permit and supervisor permit. School buses must be yellow, seat at least 16, cool to 24 degrees or below, be limited to 80 km/h and carry GPS [6][15].
School transport is its own regime under Executive Council Resolution No. 2 of 2008 and Administrative Resolution No. 196 of 2015, and the rented buses card points to it directly: "All companies shall comply with the laws and regulations related to school transportation in the event of contracting to transport students." [2]. A staff bus cannot double as a school bus between shifts.
The school regime adds requirements a staff bus does not have [6][15]:
- Yellow paint (RAL 1018) with "School Bus" lettering in Arabic and English, a stop arm and warning lights.
- At least 16 passengers, cooling to 24 degrees Celsius or below, a speed limiter at 80 km/h and a GPS tracking system.
- A 15-year life from manufacture, the same as staff buses.
- Three-point belts on every seat of a nursery bus, with child-seat anchorage.
- A female supervisor on every bus, except buses carrying only male students from grade six to secondary, holding her own RTA permit.
- An insurance policy covering all bus passengers for the operating permit.
The fees are low: AED 200 each to issue or renew the operating, driver and supervisor permits, with a AED 250 fine for late renewal of a driver's permit [6], and RTA's NOC page lists the School Transport activity fee as free [5]. The cost sits in the buses and the supervisors. Our nursery and daycare setup guide covers the same rules from the school's side.
Is staff transport exempt from VAT in the UAE?
Staff transport by bus in the UAE has a strong case for VAT exemption as local passenger transport under Article 46(4) of Federal Decree-Law No. 8 of 2017, where the operator supplies the bus and driver and keeps control. No FTA text names corporate staff transport, and exemption means input VAT on buses is not recoverable [16][17].
Article 46 of the VAT Decree-Law lists the exempt supplies, including "4. Supply of local passenger transport." [16]. Article 45 of the Executive Regulation sets the conditions: "1. The supply of local passenger transport Services in a qualifying means of transport by land, water or air from a place in the State to another place in the State shall be exempt." It then defines a qualifying means of transport to include "a. A motor vehicle, including a taxi, bus, railway train, tram, mono-rail or similar means of transport, designed or adapted for transport of passengers." [18].
The FTA applied that test to a contract bus service in its Education Sector VAT Guide (VATGED1) of June 2026, section 5.6.1: "where a school engages a third party (who provides the vehicle and the driver and retains control over the vehicle) to transport students to and from school, the supply will qualify for exemption." [17]. A staff transport contract where the operator supplies the bus and driver and keeps control has the same structure, so it has a strong case for the same exemption. No FTA text names corporate staff transport, so confirm your contract with a tax adviser before you invoice.
Contract structure matters too. VATGED1 says a buyer must consider "whether it is receiving separate supplies of a driver and the bus, or whether it is receiving a single supply of transport services, which includes the driver and the bus" [17]. A contract that splits a bus lease from a driver supply risks being treated as two supplies, one of them a standard-rated lease.
The table summarises the treatment of each bus supply and the sources behind it.
| Supply | VAT treatment | Supplier's input VAT | Source |
|---|---|---|---|
| Staff transport, operator supplies bus and driver and keeps control | Exempt, on a strong reading; not named by the FTA | Not recoverable on costs of that service | DL Art 46(4); ER Art 45; VATGED1 5.6.1 |
| School transport by a third-party operator | Exempt | Not recoverable | VATGED1 5.6.1 |
| Bus lease without a driver | 5% standard rate (supply of goods) | Recoverable if VAT-registered | VATGED1 5.6.2 |
| Sale of a bus restricted to a category of users | 5%, not zero-rated | Irrecoverable to a buyer making exempt supplies | VATGED1 5.6.2 |
| Sightseeing or pleasure trip | Outside the local passenger transport exemption | Depends on the supplier's mix | ER Art 45(4) |
| Operator with exempt and taxable lines | Mixed | Apportioned between the two | Executive Regulation |
The bus itself is where the exemption bites. VATGED1 section 5.6.2 says public-transport buses can be zero-rated but this "does not apply to buses which are restricted to a specific category of users, such as students" [17], so a bus bought for a restricted service bears 5%. An exempt operator then cannot recover that 5%, or the VAT on fuel, maintenance and leases. A mixed operator, for example one that also leases buses without drivers at 5%, recovers input VAT on the taxable side and apportions shared costs; our input tax recovery guide explains how.
Quick Math: Take a new Toyota Coaster advertised at AED 218,900 on CarSwitch [8]. If 5% VAT sits on top of that price, it adds AED 10,945 per bus. Five buses carry AED 54,725 of VAT that an exempt operator cannot reclaim. Over a 15-year life that is about AED 730 per bus per year, and it belongs in your contract pricing, not your expected refunds.
Whether and when an operator with mainly exempt income has to register for VAT is a question to settle with a tax adviser on your actual revenue mix. Our VAT registration and compliance guide covers the thresholds and filing calendar.
Pro Tip: Put a VAT clause in every staff transport contract. State that the price is for an exempt supply of local passenger transport, and say who bears the VAT if the FTA later takes a different view. A client's accounts team may expect VAT on the invoice, and a clear clause settles that before the first payment run.
What corporate tax does a bus operator pay, and is there a 0% route?
A Dubai bus operator pays ordinary UAE corporate tax: 0% on taxable income up to AED 375,000 and 9% above it. Passenger road transport is not a Qualifying Activity under Ministerial Decision No. 229 of 2025, so no free zone 0% route applies, but Small Business Relief is available where revenue is AED 3,000,000 or less [19].
The Qualifying Activities list in Ministerial Decision No. 229 of 2025 is what lets a free zone company pay 0% on qualifying income. Passenger road transport is not on it. The nearest item, logistics services, covers "the storage and transportation of goods or materials on behalf of another Person" [19]. Workers are not goods, so a free zone bus operator pays the ordinary rates like a mainland one.
A company with revenue at or under AED 3,000,000 can elect to be treated as having no taxable income, and the relief now runs to tax periods ending on or before 31 December 2029 [20]. Our Small Business Relief guide explains the election and the conditions.
As an illustration only, using the advertised monthly hire range above: AED 9,500 to 16,000 a month is AED 114,000 to 192,000 a year per bus, so AED 3,000,000 of revenue is roughly 16 to 26 buses on full-year contracts [9]. An operator below that size can usually plan on Small Business Relief; one above it plans on 9% of profit above AED 375,000.
Mainland or free zone: where should a staff transport company be licensed?
A Dubai mainland DET licence is the better fit for a staff transport company. RTA's card and NOC page both describe a free zone route to the permit, but the clients are onshore contractors, hotels and camps, and passenger transport earns no free zone 0% corporate tax [2][5][19].
The free zone route exists. The rented buses card accepts initial approval through DET "or the Free Zone and Development Areas in the Emirate", and RTA's NOC page says a free zone needs the RTA NOC before it issues a licence with a transport activity [2][5]. What a free zone does not give this business is a reason to be there: the usual advantages, a 0% route on qualifying income and a base for international trade, do not apply to buses carrying workers between camps and sites in Dubai.
The table compares the two routes for this business, using BusinessDubai.ae package prices for 2026 [21].
| Factor | Meydan Free Zone | Dubai mainland (DET) |
|---|---|---|
| Package, licence only | AED 12,500 | AED 18,200 |
| Package with one visa | AED 21,850 | AED 24,400 |
| Package with two visas | AED 28,400 | Quote on request |
| Renewal | Ask the zone for its standard renewal price | About AED 15,000 |
| RTA permit route | RTA NOC needed before the licence is issued | RTA permit activates the "Inactive" transport activity |
| Clients | Onshore clients; confirm with RTA and the zone how you may serve them | Contract directly with onshore employers |
| Corporate tax | Ordinary rates; passenger transport is not a Qualifying Activity | Ordinary rates |
| Bus housing | Sites required by RTA either way | Sites required by RTA either way |
The packages are company formation only. They exclude RTA permits, bus registration, buses, drivers' visas beyond the visas included, and insurance. On these numbers, the mainland costs AED 2,550 more than Meydan with one visa and gives you direct access to the clients this business exists to serve. Our mainland company setup service prices the DET licence with activity 4922006, and our free zone company setup service is the better route if your bus business is one line in a wider group that genuinely trades internationally. The full comparison sits in our free zone vs mainland vs offshore guide.
What if your clients are in Sharjah or Abu Dhabi?
The RTA permit is issued under Dubai legislation. If most of your routes start and end in another emirate, ask that emirate's transport authority what it requires before you choose a Dubai licence. Our business setup in Sharjah and business setup in Abu Dhabi pages price the licence side in those emirates, so you can compare the two bases on cost before you commit.
How much does it cost to start a staff transport company in Dubai?
A Dubai staff transport company starts with a BusinessDubai.ae mainland package at AED 24,400 with one visa, plus RTA fees of AED 4,000 for the permit, AED 3,000 for bus registration and AED 200 per driver permit. Buses, drivers' visas, insurance, fuel and parking sit on top and decide the real budget [21][2].
The table itemises the first year and the year-two renewal. Government fees come from the RTA card and NOC page, package prices from BusinessDubai.ae, and the bus and fuel figures are advertised or reported prices with their dates [21][2][5][8][11].
| Cost item | Amount (AED) | Notes |
|---|---|---|
| BusinessDubai.ae Dubai mainland package, no visa | 18,200 | Company formation only. Excludes RTA permits, bus registration, buses, drivers' visas and insurance |

The licence with one visa, the permit and one registration come to AED 31,400, and a single new Coaster costs about seven times that or more. The fleet, not the paperwork, is the cost of entering this business, which is why the first contract should come before the first bus.
Quick Math: For a five-bus start with five drivers, the RTA lines are the AED 4,000 permit and five driver permits at AED 200, which is AED 1,000. If the AED 3,000 registration is charged per bus, which the card does not state and you should treat only as an assumption, five buses add AED 15,000 and the RTA-side total is AED 20,000. If it is charged once, the total is AED 8,000. In year two the card's lines are AED 2,000 for the permit and AED 1,000 for five driver renewals.

Which route fits your plan?
The right Dubai bus licence depends on whether your driver goes with the bus, who the passengers are and who owns the buses. Contract staff transport needs 4922006 and the RTA rented buses permit; dry leasing needs 7710003; school runs need 4922008; and managing a client's fleet points to 5221011 [4].
The table matches six common plans to a route and the first thing to check.
| Your plan | Route | Check first |
|---|---|---|
| A contractor wants its own buses for its own workers | No client contracts, so not the rented buses model; RTA's position on own fleets is not published | Ask RTA whether your own fleet needs registration before you buy |
| A new operator with five leased buses and drivers | 4922006 and the RTA rented buses permit; the lessor holds the Buses Rental permit | Each bus permitted for your activity; 5% VAT on the lease is a cost |
| A staff operator adding school runs | Add 4922008 and school transport permits | Separate school-spec buses, GPS and a female supervisor |
| A bus leasing company without drivers | 7710003 and the Buses Rental permit at AED 1,000 | Tracking and speed systems; no drivers; 5% VAT on leases |
| A fleet manager running a client's buses | 5221011 Bus Management & Operation | Confirm the RTA permit for this activity |
| A staff operator adding tour trips | A separate tourism transport activity | Pleasure trips fall outside the VAT exemption under ER Article 45(4) |
Executive Regulation Article 45(4) takes passenger transport out of the exemption where it is "undertaken in the context of a pleasure trip" whose principal objective is sightseeing, catering or entertainment [18], and a bus permitted for staff contracts should not be used for tours. The tourism side is covered in our desert safari tour operator guide. If you move goods rather than people, the logistics company setup guide and the delivery business guide cover those licences.
Real Client Stories
These are composite examples built from the situations bus and staff transport founders most often face in Dubai. Names and details are illustrative, and the only figures used are published RTA fees and BusinessDubai.ae's package prices.
The operator who licensed the wrong bus activity
Faisal planned to supply a contractor in Jebel Ali with three buses and drivers on a two-year contract. He searched the DET list for staff transport, found Buses Rental, and licensed it with its AED 1,000 RTA permit. The problem surfaced when he prepared to put drivers on the buses: the rental permit requires the operator to refrain from renting the vehicle with a driver. He had to add Passengers Transport by Rented Buses to the licence and apply for the rented buses permit at AED 4,000, and the contract start waited while he did.
Lesson: if your driver goes with the bus, license 4922006 and the rented buses permit from day one.
The five-bus plan that counted VAT as a refund
Priya built a plan for five buses on staff contracts with hotels, starting from a Dubai mainland package at AED 24,400 with one visa. Her spreadsheet treated the 5% VAT on the buses as reclaimable through VAT returns, the way a trading company would. A review before purchase changed that. Staff transport where the operator supplies the bus and driver has a strong case for exemption, and an exempt supplier cannot recover input VAT on buses, fuel or maintenance. She repriced the contracts on a cost base that included the VAT.
Lesson: model input VAT on buses as a cost, not a refund, and confirm the position with a tax adviser before you sign.
The staff operator who won a nursery contract
Omar ran three staff buses for a hotel group when a nursery asked him to take over its morning and afternoon runs. The plan was to use the same buses between hotel shifts. It could not work: the rented buses card requires companies carrying students to follow school transport rules, and school buses must be yellow, seat at least 16, carry GPS and run with a female supervisor. He added School Transport to the licence, paid AED 200 each for the operating, driver and supervisor permits, and ran a separate school bus.
Lesson: price school runs as a second fleet with its own permits, not as spare capacity.
Start your staff transport company the right way
Three decisions decide whether a staff transport company in Dubai works. First, the activity: if your driver goes with the bus, you need 4922006 and the RTA rented buses permit, not Buses Rental. Second, VAT: the service has a strong case for exemption, which means the VAT on your buses, fuel and maintenance is a cost to price into every contract. Third, the base: your clients are onshore, there is no 0% corporate tax route for passenger transport, and a mainland DET licence puts you next to them. Ask RTA in writing about the minimum fleet and whether the AED 3,000 registration is per bus before you buy anything.
BusinessDubai.ae has completed 700+ company registrations across the UAE since 2013, with itemised pricing and no hidden fees. We set up the mainland company with the right bus activity on the licence, compare it with a free zone company setup where your group has other lines that suit one, and our post-setup services team handles driver visas, licence renewals and the yearly paperwork after launch. Frequently Asked Questions
Is there a "staff transport" activity on a Dubai trade licence?
No. The DET business activity list has no activity named staff, employee or labour transport. Carrying a client's staff by bus with your own drivers falls under 4922006 Passengers Transport by Rented Buses, a Commercial activity, which RTA describes as transporting the employees and workers of client companies under a contract.
What is the DET activity code for passengers transport by rented buses?
The DET business activity list shows Passengers Transport by Rented Buses as 4922006, a Commercial activity. RTA's April 2024 activity card shows an older DET code, 602104, for the same activity. Check the code printed on your licence at application, because DET has renumbered activities.
Can I rent buses with drivers on a Buses Rental licence?
No. RTA's Buses Rental card, issued under Executive Council Resolution No. 47 of 2017, tells the operator to refrain from renting the vehicle with a driver. Renting a bus with a driver is the Passengers Transport by Rented Buses activity, which needs the RTA rented buses permit at AED 4,000.
How much is the RTA permit for rented buses in 2026?
The RTA rented buses permit costs AED 4,000 to issue and AED 2,000 to renew each year, according to RTA's April 2024 activity card. RTA's NOC service page shows the same AED 4,000 plus a AED 100 legal authorisation letter and a AED 20 Knowledge and Innovation fee, AED 4,120 in total.
Is the AED 3,000 bus registration fee charged per bus?
RTA does not say. The April 2024 card lists "Bus registration for the purpose of practicing the activity: 3,000 Dhs." without stating whether it applies per bus or per company. Ask RTA when you apply, and budget for both cases until you have the answer in writing.
How many buses do I need to start a staff transport company in Dubai?
RTA has not published a number. The rented buses card requires the operator to provide the minimum number of buses according to RTA's requirements, without stating the figure. Put your planned fleet size to RTA in writing with the application and ask it to confirm whether that meets the minimum.
What is the fine for carrying staff by bus without an RTA permit?
The fine is AED 10,000 for passenger transport by bus without a permit under Executive Council Resolution No. 33 of 2011. An expired permit carries AED 5,000 and a driver without a permit AED 1,000. RTA can also suspend a permit for up to six months.
How old can a staff bus be in Dubai?
A staff bus can work for 15 years from its date of manufacture. RTA's rented buses card says buses are replaced after the end of that normal life. A used bus bought in 2026 that was made in 2019 therefore has eight years left in the activity.
What is the smallest vehicle that counts as a bus for the rented buses permit?
The rented buses card says the bus must be designated for 14 or more passengers with the driver. Smaller vans fall outside that card, so ask RTA which activity and permit applies before you plan a fleet of vans for staff runs.
Can a 23-year-old drive a staff bus in Dubai?
Not on staff routes. A UAE light or heavy bus licence is available from age 21, but RTA's bus driver professional permit for the rented buses activity requires the driver to be at least 25. Driving passengers without that permit carries a AED 1,000 fine.
Do I need a heavy bus licence to drive a 30-seater?
Yes. RTA's light bus licence covers light buses carrying up to 26 passengers, excluding the driver. A bus carrying more than that needs a driver with a heavy bus licence. A 22 or 23 seat Toyota Coaster sits inside the light bus category.
Do staff bus drivers need visas under my company?
Yes. RTA's card requires each driver to be under the same sponsorship as the operating company, so every driver holds a UAE residence visa through your company. A BusinessDubai.ae mainland package includes one visa, often the founder's, so drivers' visas are an extra cost.
Can a free zone company run staff buses in Dubai?
RTA's rented buses card and NOC page both describe a free zone route to the permit, with the NOC required before the free zone issues the licence. Confirm with RTA and the zone how a free zone licensee may serve onshore clients. A mainland DET licence usually fits better because the clients are onshore.
Do I need RTA approval before the trade licence is issued?
For a free zone licence, yes: RTA's NOC page says the NOC is required to issue it. For a DET licence, the RTA permit activates the transport activity, which otherwise sits on the licence as inactive, and RTA warns that an inactive transport activity exposes the company to a violation.
How long does RTA approval for a transport activity take?
RTA's NOC service page states that approvals take 3 to 15 days and that the NOC is valid for 90 days. Bus registrations and driver permits come after the activity permit, so allow extra time for driver tests and training.
Is VAT charged on staff transport in the UAE?
Staff transport by bus has a strong case for VAT exemption as local passenger transport under Article 46(4) of Federal Decree-Law No. 8 of 2017 and Article 45 of the Executive Regulation, where the operator supplies the bus and driver and keeps control. No FTA text names corporate staff transport, so confirm with a tax adviser.
Can I recover the VAT I pay on buying buses?
Not if your bus service is exempt. An exempt supplier cannot recover input VAT on the costs of that service, including buses, fuel and maintenance. FTA guide VATGED1 also says a bus restricted to a specific category of users is not zero-rated, so the purchase bears 5%.
Is corporate tax 0% for a bus company in a free zone?
No. Passenger road transport is not a Qualifying Activity under Ministerial Decision No. 229 of 2025, so a free zone bus operator pays the ordinary rates: 0% on taxable income up to AED 375,000 and 9% above it, the same as a mainland operator.
Does Small Business Relief apply to a bus operator?
Yes, if revenue is AED 3,000,000 or less. Small Business Relief now applies to tax periods ending on or before 31 December 2029. At advertised hire rates of AED 9,500 to 16,000 per bus per month, that threshold is roughly 16 to 26 buses on full-year contracts.
Do staff buses need GPS tracking in Dubai?
RTA's rented buses card does not state a GPS requirement for contract staff buses. School buses must carry GPS, and the Buses Rental card requires lessors to install tracking and speed limit systems. A client can still require tracking in the contract, so agree it and price it in.
Can workers be transported during the UAE midday break?
The midday break restricts outdoor work, not vehicles. In 2025 MOHRE banned work under direct sunlight from 12:30 pm to 3:00 pm between 15 June and 15 September. Bus schedules often move with the client's summer site hours, so agree a seasonal timetable in the contract.
Can I use my staff buses for tourist trips at weekends?
Not on the rented buses permit. RTA inspections in December 2020 found 42 offences in 353 checks, mainly rental buses used for purposes other than those designated. Tourist transport is a separate activity with its own permit, and pleasure trips fall outside the VAT exemption.
Can a staff transport company also do school runs?
Yes, with a second activity and a separate fleet. The rented buses card requires companies carrying students to follow school transport rules, so you need DET activity 4922008, RTA school permits at AED 200 each, and yellow, GPS-equipped school buses with female supervisors.
Do school buses in Dubai need a female supervisor?
Yes. RTA's school transport rules require a female supervisor on every school bus, except buses carrying only male students from grade six to secondary level. The supervisor must be at least 25, pass RTA's tests and hold an RTA permit costing AED 200.
Does a company need a permit to carry its own employees on its own bus?
RTA has not published a clear answer in the material cited in this guide. The rented buses permit covers operators carrying a client's staff under contract. Executive Council Resolution No. 33 of 2011 gives RTA the task of registering buses not used for public transport, so ask RTA whether your own fleet needs registration before you buy.
What documents must be kept inside a staff bus in Dubai?
A copy of the work contract between the operator and the client must be kept inside the bus, under RTA's rented buses card. The driver must also carry his professional bus driver permit while driving, and the bus must display emergency exit, extinguisher and first aid signs.
Does a staff transport company need a parking yard for its buses?
Yes. RTA's rented buses card requires the operator to provide sites for housing buses according to RTA's requirements, and the company must tell RTA where it is located. Budget for a yard or approved parking site rather than relying on street parking near camps.
