Air Cargo Agent and Airline GSA Company in Dubai (2026): The Licence, DCAA Permit, IATA Accreditation, GCAA Cargo Rules, VAT and Tax

Expert-reviewed by BusinessDubai Business Setup Advisors. Written with guidance from licensed UAE company-formation consultants with 10+ years of experience, and fact-checked against official government sources before publishing. Last reviewed November 3, 2026.

An air cargo agent that starts booking airline space in Dubai before its Dubai Civil Aviation Authority (DCAA) permit is issued is exposed to an AED 10,000 fine under the DCAA fee and fine schedule [1], and the permit it should have held is a one-year document that has to be renewed every year [2]. IATA then asks a UAE cargo agent for an auto-renewable financial security of at least USD 50,000 before accreditation [3]. The market is also harder than it was: Dubai Airports reported that DXB handled 751,340 tonnes of cargo in the first half of 2026, down 28.7%, citing regional airspace constraints [4].

This guide covers two businesses that are often confused: the air cargo agent or forwarder that books space with airlines for shippers, and the airline's general sales agent, either a passenger GSA selling tickets or a cargo GSSA selling cargo capacity. They use different activity codes, IATA routes and tax treatment, and the wrong two roles in one company can block an IATA application outright.

Since 2013, BusinessDubai.ae has set up trading, logistics and aviation-linked companies across the UAE. Below you will find the DET activity codes, the DCAA permit and its fees, GCAA's Regulated Agent and dangerous goods rules, IATA accreditation and CASS, the GSA contract, VAT, corporate tax and a first-year cost table. This is a guide, not legal or tax advice: confirm your own position with the authority or a qualified adviser before you file.

What does an air cargo agent or airline GSA need to operate in Dubai in 2026?

A Dubai air cargo agent needs DET activity 5229018 or a free zone equivalent, a DCAA permit costing AED 6,500 a year under the 2017 fee schedule, GCAA dangerous goods certification before handling dangerous goods, and usually Regulated Agent status. IATA accreditation needs a USD 50,000 minimum security. An airline GSA uses activity 5229016 and a DCAA permit.

One more rule decides how you structure the group: a company appointed as an airline's cargo GSSA cannot apply to become an IATA cargo agent [3]. If you plan both roles, you plan two companies. Each layer also needs the one before it: no DCAA permit without a valid licence [2], no GCAA dangerous goods certificate without the right licence wording [6], and Regulated Agent status sits on top for security controls on cargo [7].

Air cargo agent, forwarder or airline GSA: which business are you starting?

Five businesses sit under this heading in Dubai: the air cargo agent, the air freight forwarder, the cargo GSSA, the passenger GSA and the airline representative office. Each maps to a different DET activity, a different item on the DCAA permit list and a different IATA route, and the corporate tax treatment differs between them as well.

The table maps each business, using the DET register [5], the DCAA list [2], IATA's handbook [3] and Ministerial Decision No. 229 of 2025 [14].

"Aviation agent" is not one licence. A forwarder that later wins a GSSA appointment, or a GSA that adds cargo agency, is changing its business model, and the licence, the DCAA permit and the IATA status all have to follow. Our freight forwarder versus customs broker guide explains where forwarding stops and customs clearance begins.

The cargo GSSA is the one founders misread. IATA's handbook defines it as a person "who has been delegated general authority in respect of cargo sales for the appointing Member, either directly or through Subcontraction" [3]. It sits on the airline's side of the desk, which is why IATA keeps it out of cargo agent accreditation. The passenger GSA usually sells for an airline with no UAE sales office (an offline carrier); DCAA's item 36 describes it as "A Person appointed as a commercial agent for one or more Airlines to sell air tickets for destinations outside of the UAE, and to organise outbound tourism programmes offered by these Airlines or his own tourism programmes." [2]

Common Mistake: Applying for IATA cargo agent accreditation in the same company that holds, or is about to sign, a cargo GSSA appointment. IATA Resolution 801 states: "A legal entity appointed by an air carrier as a GSSA for the country concerned may not apply for accreditation as an IATA Cargo Agent/Intermediary." [3] Keep the agency business and the GSSA business in two separate legal entities, each with its own licence and its own DCAA permit, and decide which entity signs which contract before either is signed.

Which DET activity codes go on the trade licence?

On the Dubai mainland, the Dubai Department of Economy and Tourism (DET) lists Air Cargo Agent as 5229018, Appointed General Agent For Airline/Airlines as 5229016, International Airline Representative Office as 5229019 and Air Cargo Services as 5224003, all in the commercial licence class. Free zones use their own activity lists and numbering.

The codes and descriptions below are quoted exactly from DET's business activity list as recorded in a public copy of the register [5].

DET codeActivity nameLicence classDET description (quoted)
5229018Air Cargo AgentCommercial"Includes agents of international airlines who are engaged in air cargo operations. They are authorized to reserve spaces for imported, exported or re-exported goods."
5229016Appointed General Agent For Airline/AirlinesCommercial"Includes any person who obtained a commercial agency one commercial airline or more, and is authorized according to the applicable laws to sell air tickets to outbound trips, in addition to the outbound tourism programs organized by such airlines or by agent himself."
5229019International Airline Representative OfficeCommercial"Includes office established by an international airline which has regular flights to conduct marketing and other non-transactional operations."
5224003Air Cargo ServicesCommercialCovers air transport of exported goods with warehousing, crating, unloading and sorting; such firms "coordinate with freight forwarders and air-cargo agents to reserve aircraft spaces"

A free zone licence shows the zone's own activity number for the same business, and those numbers differ from DET's and from each other; Meydan Free Zone, for example, publishes its own code on its air cargo agent page [8]. Compare descriptions, not numbers.

Two traps sit next to these codes. DET's Logistic Services activity, 5229013, is "Includes the provision of land freight transport by specialized firms." [5] It is road freight and does not describe booking aircraft space; no DET activity literally named "freight forwarding" appears in the register reviewed, so forwarders build the licence from 5229018 and 5224003. And lodging customs declarations for clients is customs brokerage, a separate professional activity covered in our customs clearance company guide.

Pro Tip: Put the air cargo activity on the licence from day one. GCAA's CAR Part VI requires the licence activity to match the business model when an entity applies for or renews its dangerous goods certificate, and gives air cargo, cargo clearance and cargo packing services as example wording [6]. Adding an activity later costs a licence amendment, and with a DCAA permit in place an amendment of permit details at AED 2,500 per application [1].

Should an air cargo agent or GSA set up on the mainland or in a free zone?

A Dubai mainland licence through BusinessDubai.ae costs AED 18,200 in year one without a visa and AED 26,900 with one visa. Dubai South and Meydan Free Zone packages cost AED 12,500, 21,850 and 28,400 for licence only, one visa and two visas, and IFZA AED 12,900, 22,200 and 25,400 as a partner price.

DAFZA sits at Dubai International Airport (DXB) and Dubai South is home of the Logistics District at Dubai World Central; Meydan Free Zone and IFZA are office-based zones away from the airports. The table sets location beside BusinessDubai.ae's package prices [17].

These prices are company formation only: they do not include DCAA permits, IATA accreditation, GCAA certificates or bank guarantees. Whether a zone will licence the air cargo agent or GSA activity must be confirmed with the zone before you pay. Our free zone company setup page prices the zones for your activity, and our mainland company setup page shows what the DET route includes, including the year-two renewal.

Real Talk: BusinessDubai.ae has no DAFZA package. If an office inside the DXB airport free zone matters to your operation, price DAFZA directly and read our DAFZA free zone guide first. For many office-based agents and GSAs the airport address is a preference, not a requirement: DCAA's permit condition is a valid licence, not a particular zone [2]. Our Dubai South free zone guide covers the DWC option.

Quick Math: Price the two-visa column if you want IATA or dangerous goods status. IATA requires "a minimum two full time competent persons" [3], and GCAA's dangerous goods certification asks for two trained staff per location on residence visas sponsored by the same entity [6]. At two visas, IFZA's partner price is AED 25,400 against AED 28,400 at Dubai South or Meydan, a gap of AED 3,000 [17].

The comparison below shows where the two routes differ for this business specifically.

The free zone wins on price and tax for a cargo agent; the mainland suits a passenger GSA selling to the public, whose income gets no free zone tax advantage anyway. If you are weighing another emirate, the DCAA permit is a Dubai rule and that emirate's aviation regime has to be checked separately. Our business setup in Sharjah and business setup in Abu Dhabi pages show the company setup side, and our best free zones for aviation guide compares the aviation zones across the UAE.

Does an air cargo agent or GSA need a DCAA permit, and what does it cost?

Yes. DCAA Administrative Resolution No. 20 of 2023 lists airfreight services, general agent for airline(s), airfreight carrier agent and international airlines office as activities needing a DCAA permit. DCAA decides within ten working days, the permit lasts one year, and the 2017 fee schedule charges AED 6,500 to issue or renew it.

The base rule is in Executive Council Resolution No. 4 of 2017: "No Person may conduct any aviation-related activity in the Emirate without first obtaining the relevant permit from the DCAA." [1] Administrative Resolution No. 20 of 2023, issued on 7 June 2023, lists the activities and the conditions [2]. These four items are the ones this business meets.

DCAA itemActivityWhat DCAA's description covers
33Airfreight servicesExport air freight services, including storage, packing and "the reservation of such space with the airfreight carrier or its agent"
36General agent for airline(s)An airline's commercial agent selling outbound tickets and tourism programmes
37Airfreight carrier agent"Agents of international Airlines who arrange airfreight operations, and who are authorised to book cargo space for imported, exported, or re-exported goods."
38International airlines officeA scheduled airline's office for non-commercial activities such as promotion

None of the items is named "cargo GSSA", so a cargo GSSA should ask DCAA which item it falls under before applying.

Conditions, timing and renewal

Resolution No. 20 of 2023 sets four conditions [2]: a valid commercial licence from the competent licensing authority, a term defined to include "the authorities supervising Special Development Zones and free zones"; the technical conditions DCAA prescribes, "published on the DCAA official website"; copies of GCAA and other approvals where the law requires them; and payment of the fees under the 2017 resolution. DCAA decides "within ten (10) working days from the date of submission of the application", gives reasons if it refuses, and issues a permit valid for one year [2].

The renewal deadline is where the two texts disagree. Executive Council Resolution No. 4 of 2017 says: "A permit renewal application must be submitted at least thirty (30) days prior to the date of its expiry." [1] Administrative Resolution No. 20 of 2023 says: "A renewal application must be submitted within thirty (30) days from the date of its expiry." [2] One reads as a deadline before expiry, the other as a window after it.

Pro Tip: Diarise the DCAA renewal 30 days before the permit's expiry date and file then. That date satisfies both texts at once, and it keeps you clear of the late renewal fine of "Ten percent (10%) of the fee per month of delay (a part of a month will be rounded up to a full month)" [1]. Read DCAA's published technical conditions before you sign a lease, too: the ten working days run only from a complete application [2].

Fees and fines

The fee lines in the 2017 schedule that apply to this business are set out below [1].

ItemAmountSource line
Issue or renew a permit for "any aviation-related activity other than those stated in items (1) to (5)"AED 6,500Schedule 1, item 6

Failure to comply with DCAA conditions, rules and requirementsAED 5,000 fineSchedule 7, item 37
Late renewal without an acceptable reason10% of the fee per month of delaySchedule 7, item 38

The 2017 resolution also doubles a fine for a repeat violation within one year, with a cap of AED 1,000,000 [1].

The 2022 cancellation for airline agents and offices

GSAs often hear that their fees were abolished in 2022. Gulf News reported on 29 June 2022, and Lexis on 30 June 2022, that Dubai Executive Council Resolution No. 32 of 2022 cancelled fees imposed on airline agents, their branches and airline offices [9][10]. Both reports say the cancelled fees were those levied under regulations issued on 12 March 1985 and Resolution No. 4 of 1998; neither names the DCAA's 2017 fee schedule. A year later, DCAA's Administrative Resolution No. 20 of 2023 still lists general agent for airline(s) and international airlines office as permit activities and requires the fees payable under Resolution No. 4 of 2017 [2]. In our reading, a passenger GSA, cargo GSSA or airline office should budget the same AED 6,500 a year as a cargo agent. The official text of the 2022 resolution was not found on Dubai's legislation portal, so confirm the amount when DCAA issues the payment request.

The 2026 duties

Executive Council Resolution No. 15 of 2026, issued on 12 May 2026, requires DCAA permit holders to comply with DCAA's technical manuals [11]. A practitioner must not alter the data on which a permit was issued without DCAA's approval, must give DCAA data on request, and must "develop and implement a risk management assessment plan for civil aviation-related activities in accordance with the model specified by the DCAA" [11]. Those duties apply to "Practitioners"; whether a cargo agent or GSA counts as one should be confirmed with DCAA.

What does GCAA require from an air cargo agent?

The General Civil Aviation Authority (GCAA) sets two layers for an air cargo agent: dangerous goods certification under CAR Part VI, without which a freight forwarder or cargo agent may not offer or accept dangerous goods for air transport, and the Regulated Agent programme for entities applying security controls to cargo. GCAA's published texts state no fee amount for either.

Dangerous goods certification

CAR Part VI, Revision 1.5, dated 16 September 2024, is direct: "The freight forwarder and cargo agent shall not offer or accept dangerous goods for air transport unless they obtain GCAA dangerous goods certification in accordance with these regulations." [6] Lithium batteries and many everyday chemicals fall inside the rules.

Section 7.2.1 requires a forwarder or cargo agent to nominate a Dangerous Goods Post Holder, keep an approved dangerous goods area where it has a warehouse, submit SOPs, and show training certificates (valid for at least three months) for two staff per location on residence visas sponsored by the same entity, plus a valid UAE licence, a non-refundable annual fee and renewal at least two months before expiry [6]. Changes to the licence, trained staff or location must be reported within ten working days [6]. Since 1 April 2025, a shipper's undertaking has to be completed for every UAE-originating air cargo consignment and kept for at least 12 months [6].

The training duty is wider than the certificate. Section 5.3.3 reads: "Regardless whether an entity is dangerous goods certified or not certified by GCAA, all freight forwarders and cargo agencies shall establish procedures to ensure that the mandatory dangerous goods minimum training requirements are complied with for all employees commensurate with the function for which they are responsible, in accordance with these regulations." [6]

Common Mistake: Accepting one dangerous goods consignment for a good client before the GCAA certificate is issued, trusting the airline's acceptance staff to check it. CAR Part VI puts the prohibition on the forwarder and cargo agent themselves, and says UAE-originating dangerous goods "shall only be offered and accepted for air transport by a GCAA dangerous goods certified entity" [6]. Refer the shipment to a certified forwarder until your certificate is in hand.

The Regulated Agent programme

GCAA defines the role this way: "A Regulated Agent is defined as an agent, freight forwarder or any other entity who conducts business with an operator and provides security controls that are accepted or required by the appropriate authority (GCAA) in respect of cargo or mail." [7] Listed benefits include cargo operations between emirates and to all UAE airports, multiple branches under one certificate, and "Shipments will go through Regulated Agent corridor at all UAE Airports." [7] The pages reviewed publish no fee, processing time or validity, so ask GCAA for all three before setting a launch date.

No GCAA instrument approving an airline GSA, GSSA or ticket sales agent was found in the research for this guide. Federal Law No. 20 of 1991 remains the federal civil aviation law, amended in 2024 according to Al Tamimi [12].

How does IATA cargo agent accreditation work in the UAE?

IATA accredits UAE cargo agents under its Cargo Agent's Handbook, Resolution 801, edition 49. A UAE applicant needs two full-time competent staff, a Dangerous Goods Acceptance certified person wherever cargo is made ready, audited accounts that pass five financial tests, and an auto-renewable financial security of at least USD 50,000.

IATA accreditation is a commercial programme run by the airlines, not a government licence, and accredited agents settle with airlines through the Cargo Accounts Settlement System (CASS). An agent that is not accredited can book through an accredited forwarder or join CASS as an associate.

Paragraph 1.1.3 of Resolution 801 reads: "the applicant shall employ a minimum two full time competent persons qualified to provide the services and handling functions described in Subparagraph 1.1.2" [3]. It adds that "a minimum of one such competent person who also holds certification in respect of Dangerous Goods Acceptance described in Subparagraph 1.1.3.2(b) of this Resolution is present at all places where air cargo is made ready for carriage whenever such places are open for business" [3]. Two staff also need the IATA Introductory Course Diploma, an accepted equivalent or three years' experience, and dangerous goods training recurs at least every 24 months [3].

IATA applies local financial criteria for the United Arab Emirates, effective from 1 January 2017, drawn from the agent's audited accounts [3].

TestUAE rule (Resolution 801, edition 49)

LiquidityAdjusted current assets must exceed current liabilities

New businessOpening balance sheet if under 12 months in business
Financial security"Financial Security must be auto renewable", covering the amount at risk, "Subject to a minimum of USD 50,000.00 (Fifty Thousand US Dollars)"

A new applicant uses estimated sales for the next 12 months, or the higher of that estimate and its CASS history if it has been a CASS Associate [3]. Days' sales at risk run from the start of the reporting period to the remittance day, plus a grace margin.

Quick Math: The security is the larger of USD 50,000 or estimated annual CASS sales divided by 365, multiplied by the days' sales at risk [3]. For USD 3,650,000 of estimated sales and an illustrative 60 days at risk, that is USD 10,000 a day times 60, or USD 600,000. The 60 days is an illustration only; IATA sets the actual figure.

The handbook sets out no UAE application fee or processing time, and refers CASS cost questions to IATA's customer portal [3]. Ask IATA there for the fees that apply, and budget the security, the large number, first.

What is a CASS Associate, and should a new forwarder start there?

A CASS Associate is a forwarder that is not IATA-accredited but settles airline cargo accounts through IATA's Cargo Accounts Settlement System by signing an associate agreement with IATA. For the United Arab Emirates (Gulf) market, Resolution 801 sets a minimum guarantee of USD 25,000, with permanent and full coverage of the amount at risk.

For "UNITED ARAB EMIRATES (GULF)" the CASS Associates appendix lists USD 25,000, with full coverage of the amount at risk marked YES [3]: a floor that rises with your exposure. The route suits a first-year forwarder without audited accounts or the USD 50,000 security, and its record counts later, because a former associate's IATA security is calculated on the higher of its estimate and its CASS history [3].

Pro Tip: Treat the CASS Associate year as the audit trail for your IATA application. Keep remittances on time, keep the guarantee covering the amount at risk, and have the first year's accounts audited within six months of year end so they can be tested against the five UAE criteria [3]. The same audited accounts serve your corporate tax file.

A cargo GSSA cannot become an IATA cargo agent, but it can take part in CASS on the airline's side. Under Resolution 851, the appointing airline confirms the appointment, the GSSA pays joining fees, meets any financial criteria set, signs a counter-indemnity agreement with IATA, and then elects a billing or full mode [3]. The handbook adds: "Airlines and their GSSA’s may choose whether or not to join any given operation." [3]

What should an airline GSA or GSSA contract cover?

An airline GSA or cargo GSSA appointment is a commercial agency contract between the airline and your Dubai company, and its terms shape the business more than the licence does. Negotiate territory, exclusivity, minimum guarantees, ticket stock or system access, CASS participation, liability for unpaid sales and termination before you sign anything.

The DET and DCAA descriptions both treat the GSA as a commercial agent appointed by the airline [2][5]. Nothing in the licence sets your commission, territory or notice period; the contract does, and the airline usually drafts it.

ClauseWhat to pin downWhy it matters
TerritoryUAE only or wider GCC; online salesYour DCAA permit is a Dubai permit
ExclusivityCan the airline appoint a second GSA or sell direct?Often the reason to accept a lower commission
Minimum guaranteesRevenue or tonnage you guarantee, and the cost of missing itTurns a commission business into a capacity risk
Ticket stock or system accessWho issues tickets or air waybills, on whose accreditationDecides whether you need IATA status or CASS
Remittance and liabilitySettlement cycle, client defaults, refunds, claimsSets your working capital need
TerminationNotice, grounds, handover, compensation, data ownershipDecides what the business is worth if the airline leaves

The UAE has a federal regime for registered commercial agencies; whether an airline appointment falls under it, and what that means on termination, is a question for a UAE commercial lawyer before signing.

Real Talk: There is no published commission benchmark for airline GSAs or cargo GSSAs in the UAE. Build your plan on the numbers in the airline's draft, not on a figure from a forum. If the airline will not put commission, any override and any minimum guarantee in writing before you incorporate, you do not yet have a business to incorporate.

Does a passenger GSA also need a travel agency or tourism licence?

A Dubai passenger GSA's licence description already covers selling an airline's tickets for outbound trips and outbound tourism programmes organised by the airline or the agent: DET activity 5229016 and DCAA item 36 both say so. Whether a GSA selling its own holiday packages to the public also needs a DET tourism licence should be confirmed with DET.

DET's separate Travel Agency activity, 7911004, sits in the tourism licence class and covers outbound tickets with accommodation, visas, tours and transport [5]. Our travel agency company setup guide sets out the tourism licence boundary. IATA's passenger agency programme is separate again; whether you need it depends on how the airline lets you issue tickets.

How is VAT charged on air freight and GSA commission?

An air cargo agent's charges for arranging export or import air freight are zero-rated under Article 33 of the UAE VAT Executive Regulation, which covers arranging the transport of goods supplied in respect of international transport. A GSA's commission from a foreign airline can be a zero-rated export of services under Article 31, if its conditions are met.

Article 33(1) zero-rates international transport of goods into and out of the State, and Article 33(2)(c) zero-rates, when supplied in respect of that transport, "The Service of insuring, or the arranging of the insurance, or the arranging of the transport of passengers or Goods." [13] A domestic leg is zero-rated only where the same supplier provides it as part of the international move [13].

SupplyLikely VATRule and condition

Facilitating outbound tour packages0% for that part of the serviceArt 31(1)(c)

For a GSA, the first condition in Article 31(1)(a) usually decides the answer: "The Services are supplied to a Recipient of Services who does not have a Place of Residence in an Implementing State and who is outside the State at the time the Services are performed" [13]. The services must also not be connected with UAE real estate or goods, nor treated as performed in the State, and Article 31(3) adds an anti-abuse rule for services received in the State by a non-resident's employee [13].

Common Mistake: Treating every airline commission as zero-rated because the airline is foreign. An airline with a UAE branch, sales office or other place of residence in the State may fail the Article 31 condition, and a 0% invoice on that basis becomes a 5% invoice in an audit. Confirm the airline's UAE footprint before the first invoice. Our guide to zero-rated exported services in the UAE sets out the evidence the FTA expects.

VAT registration is mandatory once taxable supplies, zero-rated ones included, pass AED 375,000 a year.

Can a free zone air cargo agent pay 0% corporate tax?

Yes, potentially. Ministerial Decision No. 229 of 2025 lists logistics services as a Qualifying Activity, and its definition names transport agency services and freight forwarding performed without taking title to the goods. A free zone air cargo agent that meets every Qualifying Free Zone Person condition can earn qualifying income at 0%; transactions with natural persons are excluded.

The definition reads in full: "Logistics services includes the storage and transportation of goods or materials on behalf of another Person without taking title to the good or material of that other Person, including cargo handling, warehousing, container storage, transport agency services, customs brokerage services, order and inventory management, freight forwarding and brokerage services, document preparation, packing and unpacking and other related services." [14] An air cargo agent arranging carriage for shippers, without owning their goods, sits inside that wording.

Article 2(2)(a) treats as an Excluded Activity "Any transactions with natural persons, except transactions in relation to the Qualifying Activities specified under paragraphs (e), (g), (h) and (k) of Clause (1) of this Article." [14] Logistics is paragraph (m), so freight booked for individuals is non-qualifying, and non-qualifying revenue must stay within the lower of 5% of revenue or AED 5,000,000 [14]. The company must also meet every QFZP condition in Federal Decree-Law No. 47 of 2022 [15].

A company that fails a condition becomes an ordinary taxable person, paying 0% up to AED 375,000 and 9% above from the start of that tax period, and cannot be a Qualifying Free Zone Person for the following four tax periods [15]. Our Qualifying Free Zone Person guide walks through every condition.

Real Talk: A free zone air cargo agent that takes personal shipments, such as relocations or parcels for private buyers, builds non-qualifying income with every booking. If that slice could pass 5% of revenue, keep it out of the free zone company or accept ordinary rates.

How is an airline GSA taxed in the UAE?

A passenger GSA's commission is not on the Qualifying Activities list in Ministerial Decision No. 229 of 2025, so it is taxed at the ordinary corporate tax rates: 0% on taxable income up to AED 375,000 and 9% above. Small Business Relief applies at revenue of AED 3,000,000 or less, for tax periods ending on or before 31 December 2029.

Selling airline tickets as an agent is not on the list [14]. For a cargo GSSA, which sells cargo capacity, the answer is arguable and no FTA guidance was found: take advice before relying on qualifying treatment.

Quick Math: A mainland passenger GSA with AED 1,000,000 of taxable profit pays corporate tax on the slice above AED 375,000 [15]. That slice is AED 625,000, and 9% of it is AED 56,250. The first AED 375,000 is taxed at 0%. At revenue of AED 3,000,000 or less, Small Business Relief could apply instead [16].

Small Business Relief is set by Ministerial Decision No. 73 of 2023, as amended by Ministerial Decision No. 131 of 2026, which states that the threshold "shall continue to apply to subsequent Tax Periods that end on or before 31 December 2029" [16]. Relief is not available to a Qualifying Free Zone Person. Our Small Business Relief guide explains the election and its limits.

Is 2026 a good year to open an air cargo agency in Dubai?

2026 is a harder year to start. Dubai Airports reported that DXB handled 751,340 tonnes of cargo in the first half of 2026, down 28.7% year on year, and cited regional airspace constraints. A new air cargo agent should plan its cash and guarantees around lower volumes, not around the pre-disruption growth trend.

The same release, reported by Zawya, referred to almost 50 international airlines serving 217 destinations in 99 countries [4]. Less capacity means more agents competing for the same allocations, while the USD 50,000 IATA floor does not move [3]. A minimum guarantee in a GSSA contract is most dangerous when the airline itself is flying less, so tie any guarantee to capacity actually operated. And CASS settles on fixed cycles while shippers may pay late.

Real Talk: A downturn is also when airlines review their GSAs and forwarders lose allocations, so there are openings for a well-capitalised entrant. The test is whether you can fund a full year of the IATA security, two staff and the DCAA renewal from capital, not from expected commission. If not, start as a CASS Associate or book through an accredited forwarder.

What does an air cargo agent or GSA cost in the first year?

With one visa, a Dubai air cargo agent's first year costs from AED 28,350 at Dubai South or Meydan Free Zone (the AED 21,850 package plus the AED 6,500 DCAA permit) and AED 33,400 on the mainland. IATA accreditation adds a financial security of at least USD 50,000, which is held as a guarantee, not spent.

Package prices are BusinessDubai.ae's current prices [17]; government and IATA figures are from the published texts [1][3][6].

The largest first-year number is usually the IATA security, which is cash tied up rather than spent, and it is issued by a bank, so open the account early: our corporate bank account guide covers that, and our Dubai Customs registration guide covers the customs client code you also need.

What has to be renewed or filed every year?

A Dubai air cargo agent renews the trade licence and DCAA permit yearly, the GCAA dangerous goods certificate every one or two years (apply two months before expiry), and passes IATA's annual financial review with audited accounts within six months of year end. Corporate tax and VAT filings run alongside.

Which setup fits your plan?

The right structure depends on which of six positions you are in: a startup forwarder not yet IATA-accredited, an IATA cargo agent wanting DAFZA, a cargo GSSA for a foreign carrier, a passenger GSA for an offline airline, an airline opening a representative office, or a forwarder adding dangerous goods. The table maps each one to a route.

Your positionLicenceMain approvalsIATA positionWatch out for

If two rows describe you, you probably need two companies. The GSSA row and any IATA cargo agent row can never sit in the same legal entity [3].

Real Client Stories

These are composite examples built from the situations air cargo and airline GSA founders most often face in Dubai. Names and details are illustrative, and the only figures used are published government fees, IATA's published criteria and BusinessDubai.ae's package prices.

The forwarder who started as a CASS Associate

Omar planned a two-person air freight forwarder and assumed IATA accreditation came first. With no audited accounts yet, he chose a Meydan Free Zone two-visa package at AED 28,400, added the DCAA permit at AED 6,500 under the 2017 schedule, and joined CASS as an associate with a guarantee covering his amount at risk, at the USD 25,000 UAE minimum or more. He kept remittances on time and had his first-year accounts audited within six months of year end. When he applied for full accreditation, IATA calculated his USD 50,000-minimum security on the higher of his estimate and his real CASS history.

Lesson: the associate year builds the record that full accreditation is judged on.

The GSSA appointment that blocked an IATA application

Priya ran a mainland air cargo agency on a one-visa package at AED 26,900 and was preparing her IATA cargo agent application when a foreign carrier offered her company its UAE cargo GSSA appointment. IATA Resolution 801 bars a legal entity appointed as a GSSA for the country from applying for IATA cargo agent accreditation. She formed a second company for the GSSA business, with its own licence, and asked DCAA in writing which permit item and fee applied to it, given the reported 2022 cancellation of fees for airline agents. The agency kept its IATA plan intact.

Lesson: decide which entity signs which contract before anyone signs.

The dangerous goods consignment that had to wait

Daniel's forwarder ran on an IFZA one-visa package at AED 22,200 (a partner price) and had general cargo flowing when a client asked him to ship lithium batteries. CAR Part VI does not let a freight forwarder or cargo agent offer or accept dangerous goods without GCAA certification, and certification needs two trained staff per location on residence visas sponsored by the company. He referred the shipment to a certified forwarder, moved to a two-visa structure at AED 25,400, nominated a Dangerous Goods Post Holder and applied. The client stayed.

Lesson: budget the second visa and the training before you promise dangerous goods.

Start your air cargo or GSA company the right way

For an air cargo agent, the trade licence is the cheap part. What matters is which entity holds which role, since a GSSA can never be an IATA cargo agent, and whether you can fund the IATA security and two trained staff from capital. For a GSA, the airline contract decides the business, and the DCAA fee question goes to DCAA in writing.

BusinessDubai.ae prices company formation with itemised pricing and no hidden fees. We will compare a free zone company setup at Dubai South, Meydan Free Zone or IFZA against a mainland company setup on the points that actually differ for an air cargo agent or GSA: visa count for your trained staff, the 0% route for logistics income, and who your clients are. Once you are licensed, our post-setup services team keeps the renewals and filings on schedule. Talk to a setup expert→

Frequently Asked Questions

What is the DET activity code for an air cargo agent in Dubai?

The Dubai Department of Economy and Tourism lists Air Cargo Agent as activity 5229018, a commercial activity. Forwarders that also store, pack and sort cargo usually add 5224003 Air Cargo Services. Free zones number the same activity differently.

What is the activity code for an airline general sales agent in Dubai?

DET lists Appointed General Agent For Airline/Airlines as activity 5229016, a commercial activity covering outbound ticket sales and outbound tourism programmes under an airline's commercial agency. A cargo GSSA should confirm its activity with DET.

Does an air cargo agent need a DCAA permit if it is licensed in a free zone?

Yes. DCAA Administrative Resolution No. 20 of 2023 lists airfreight carrier agent and airfreight services as permit activities, and its definition of Licensing Authority includes free zone authorities. A free zone licence meets the licence condition but does not replace the permit.

How much is the DCAA permit fee for an air cargo agent?

Executive Council Resolution No. 4 of 2017 charges AED 6,500 to issue or renew a permit for any aviation-related activity not separately priced, which covers an air cargo agent. The permit lasts one year, so budget AED 6,500 a year.

Do airline GSAs still pay a DCAA fee after the 2022 cancellation?

Budget for it. The 2022 resolution, as Gulf News and Lexis reported it, cancelled fees levied under 1985 regulations and Resolution No. 4 of 1998, not the DCAA's 2017 schedule. DCAA's 2023 permit list still includes airline general agents and airline offices and applies the 2017 fees, which put this permit at AED 6,500 a year. Confirm the amount at payment.

How long does DCAA take to issue an aviation activity permit?

DCAA decides within ten working days from the date the application is submitted, under Administrative Resolution No. 20 of 2023.

When must a DCAA permit be renewed?

The 2017 Executive Council resolution says at least 30 days before expiry; the 2023 Administrative Resolution says within 30 days from expiry. Filing 30 days before expiry satisfies both. Late renewal costs 10% of the fee per month of delay.

What is the fine for operating without a DCAA permit?

Executive Council Resolution No. 4 of 2017 sets an AED 10,000 fine for conducting such an aviation-related activity without the permit. A repeat within one year doubles it.

Is IATA accreditation legally required to work as an air cargo agent in Dubai?

No law reviewed for this guide makes it a licensing condition. IATA accreditation is a commercial programme run by the airlines. Many new agents start as CASS Associates.

How much is the IATA bank guarantee for a cargo agent in the UAE?

IATA's UAE criteria require an auto-renewable financial security covering the amount at risk, with a minimum of USD 50,000. Above the floor, it is annual or estimated CASS sales divided by 365, times the days' sales at risk IATA sets.

Can a GSSA become an IATA cargo agent?

No, not in the same company. IATA Resolution 801 says a legal entity appointed by an air carrier as a GSSA for the country concerned may not apply for accreditation as an IATA Cargo Agent.

What is CASS, and can a non-IATA forwarder join it?

CASS is IATA's Cargo Accounts Settlement System between airlines and agents. A forwarder that is not IATA-accredited can join as a CASS Associate. For the UAE (Gulf), the minimum guarantee is USD 25,000, with full coverage of the amount at risk.

How many staff does IATA require for cargo agent accreditation?

IATA Resolution 801 requires at least two full-time competent persons, and at least one person certified in Dangerous Goods Acceptance present wherever cargo is made ready for carriage while it is open.

Does a new company need audited accounts for IATA accreditation?

A UAE applicant in business for less than 12 months provides an opening balance sheet instead. After that, IATA wants audited accounts within six months of each financial year end, tested for positive net equity, positive EBITDA, interest cover and liquidity.

What is a GCAA Regulated Agent?

GCAA defines a Regulated Agent as an agent, freight forwarder or other entity that conducts business with an operator and provides security controls accepted or required by GCAA for cargo or mail.

Do I need GCAA certification to ship dangerous goods by air from the UAE?

Yes, as a forwarder or cargo agent. CAR Part VI says a freight forwarder and cargo agent shall not offer or accept dangerous goods for air transport without GCAA dangerous goods certification, which needs two trained staff per location on the company's own visas.

Does an airline GSA need GCAA approval?

No GCAA approval for an airline GSA or GSSA was found in the research for this guide. In Dubai, a GSA needs a licence with the right activity and a DCAA permit under item 36 or the item DCAA confirms.

Can an air cargo agent operate from Meydan Free Zone or IFZA, away from the airport?

Yes, if the zone will licence the activity, which you should confirm first. DCAA's condition is a valid licence from a Dubai licensing authority, free zones included.

Does BusinessDubai.ae offer a DAFZA package?

No. BusinessDubai.ae's priced options here are Dubai South and Meydan Free Zone at AED 12,500, 21,850 and 28,400, and IFZA at AED 12,900, 22,200 and 25,400 as a partner price, for licence only, one visa and two visas.

Is the Logistic Services activity right for an air cargo agent?

No. DET's Logistic Services activity, 5229013, is described as land freight transport by specialised firms. An air cargo agent needs 5229018 Air Cargo Agent.

Is VAT charged on air freight forwarding from Dubai?

Arranging the transport of goods in respect of international transport is zero-rated under Article 33(2)(c) of the VAT Executive Regulation, so arranging export or import air freight is usually 0%. Local trucking or storage billed separately may be 5%.

Is GSA commission from a foreign airline zero-rated for VAT?

It can be, under Article 31 of the VAT Executive Regulation, if the airline has no place of residence in an Implementing State and the other conditions are met. An airline with a UAE office or establishment may change the answer to 5%.

Can a free zone air cargo agent qualify for 0% corporate tax?

Potentially. Ministerial Decision No. 229 of 2025 lists logistics services, including transport agency and freight forwarding without taking title, as a Qualifying Activity. Every QFZP condition must be met, and income from natural persons is excluded.

How much corporate tax does a mainland GSA pay?

A mainland passenger GSA pays 0% on taxable income up to AED 375,000 and 9% above, so AED 56,250 on AED 1,000,000 of profit. Small Business Relief applies at revenue of AED 3,000,000 or less for periods ending on or before 31 December 2029.

Does a passenger GSA need a travel agency licence?

Not for selling the appointing airline's tickets and outbound programmes, which activity 5229016 and DCAA item 36 cover. A GSA that also sells its own holiday packages should ask DET whether it needs Travel Agency, 7911004, a tourism-class activity.

What do BusinessDubai.ae packages include for an aviation agent?

BusinessDubai.ae packages are company formation only. They do not include DCAA permits, IATA accreditation, GCAA certificates or bank guarantees. The Dubai mainland package is AED 18,200 without a visa and AED 26,900 with one, renewing at about AED 15,000.
