A pharmaceutical factory in the UAE pays the federal drug regulator AED 57,100 in fees on the way to its first licence, and that is a rounding error next to the plant itself [1]. The Emirates Drug Establishment (EDE) said 37 facilities had been licensed to produce human pharmaceutical and medical products when it launched its national manufacturing project in February 2026 [2]. The plants that make that list got the order right.

The order is what this article decides for you. EDE approves your engineering plans before you build, inspects your plant against Good Manufacturing Practice (GMP) before it licenses it, and will not let a single product reach a pharmacy until that product has its own marketing authorisation and an approved price. Build a cleanroom before the plans are approved, hire your quality team after construction, or assume a pricing incentive that is still only a proposal, and you pay for it in months and rework.

BusinessDubai.ae has advised founders on UAE company setup since 2013. This guide covers the regulator and the 2024 medical products law, EDE's seven-stage factory licence with every published fee and clock, the pharmacist-led management roles, GMP and the UAE's PIC/S application, product registration, the pricing rules for local manufacture, Ministry of Industry incentives, where plants are being built, corporate tax and VAT, and cost. It is general information, not legal, regulatory or tax advice on your project.

What licences does a pharmaceutical factory in the UAE need?

A pharmaceutical factory in the UAE needs a company with an industrial licence, Ministry of Industry and Advanced Technology (MoIAT) approval of the factory project, and EDE's licence for a medical products manufacturing facility, which EDE issues only after a GMP inspection. EDE's own fees to that licence come to AED 57,100 with one inspection [1].

Each product the plant makes then needs its own marketing authorisation and pricing certificate, and the managers who run production and quality need professional licences. The full stack looks like this.

LayerIssued byWhat it covers
Company and local industrial licenceDubai Department of Economy and Tourism (DET) on the mainland, or the free zone authorityThe legal entity and the manufacturing activity
Industrial Production LicenceMoIATFederal industrial registration: AED 0 application, AED 100 inspection, at least 10 employees and AED 250,000 capital [3]

A factory licence covers manufacturing only. Under Federal Decree-Law No. 38 of 2024, on the research's reading of the Arabic text, a factory that also imports, markets or distributes needs a separate licence for that activity [4]. That side is covered in our guide to setting up a pharmaceutical distribution company in Dubai and is not repeated here.

The EDE chain is identical in a free zone and on the mainland; ownership and corporate tax are what differ. Our free zone company setup and mainland company setup pages price both routes, and the comparison later in this guide sets out what changes for a plant.

Who regulates medicine manufacturing in the UAE, and under which law?

The Emirates Drug Establishment regulates medicine manufacturing in the UAE. Federal Decree-Law No. 28 of 2023 created EDE, and Federal Decree-Law No. 38 of 2024 on medical products, the pharmacy profession and pharmaceutical establishments, in force from 2 January 2025, sets the factory, product and pricing rules EDE applies [4][5].

Both decree-laws are published by EDE in Arabic. This guide summarises a translation of the Arabic text made for this article, not official English wording, and every article number given is the research's reading of the scanned pages. Have an Arabic-reading lawyer confirm any provision you plan to rely on.

Federal Decree-Law No. 28 of 2023 was issued on 25 September 2023 and took effect the day after its publication in the Official Gazette [5]. Federal Decree-Law No. 38 of 2024 was issued on 1 October 2024 and took effect on 2 January 2025; the earlier medical products law was Federal Law No. 8 of 2019 [4]. MOHAP's pharmaceutical services moved to EDE at the end of December 2025, and MOHAP still licenses health professionals, which is why EDE routes staff licensing through it [1].

The provisions of the 2024 decree-law that matter most to a manufacturer are summarised below in plain English.

TopicWhat the decree-law provides (summary of the Arabic text)Article, on the research's reading
ScopeApplies to pharmaceutical establishments, including those in free zones2(4)
Manufacture for the marketNo medical product may be manufactured for circulation in the UAE without EDE marketing approval, and only in a licensed factory5(1), 27
Factory licenceAn EDE licence is needed to open a factory or contract manufacturing company; it requires a valid EDE GMP certificate; importing or distributing needs a separate licence126(1) to (2)
OwnershipEach emirate's company authority may set a minimum national shareholding or allow full foreign ownership; free zone factories are exempt from the ratio126(3) to (4)
Licence termAt least one year and renewable; renewal filed 60 days before expiry; a possible 30-day grace period; the licence lapses if no renewal is filed within 90 days128
ChangesMoving the site, changing plans or transferring ownership needs EDE approval129
ProhibitionsStarting manufacture before obtaining the GMP certificate130
IncentivesThe Cabinet is to issue a system of incentives for the medical industries30

The ownership row means the Commercial Agencies Law point that governs drug importers does not carry over to a factory. The incentives row is a mandate, not an incentive: as of October 2026 no Cabinet decision under it has been found.

What are the steps to an EDE factory licence, and how long does each take?

EDE licenses a pharmaceutical factory in seven stages: initial approval, construction and fit-out on approved engineering plans, GMP initial approval with evaluation of qualified staff, the Good Practice compliance certificate, MOHAP staff licensing, the final application and the licence. EDE publishes four clocks: 5, 10, 5 and 3 working days [1].

The table sets out each stage with EDE's published time, fee and evidence, from EDE's service page for licensing a medical products manufacturing facility, read on 21 October 2026 [1].

StageEDE clockEDE fee (AED)What it needs

6. Final licence applicationNot separately timedIncluded in stage 7Staff licences and appointment decisions, Civil Defence certificate
7. The licence3 working days from the last requirement50,000Everything above in place

The four clocks add up to about 23 working days of EDE processing. Design, construction, installation, commissioning and validation sit between them, and EDE does not time any of it, so the plant's real schedule is yours.

Common Mistake: Building before the engineering plans are approved. EDE's chain puts construction and fit-out after plan accreditation, and the plan review is where EDE checks the dosage forms, the production lines and the equipment list for each production, packaging and sterilisation line [1]. A cleanroom built to the wrong layout is rebuilt at your cost, and a change of plans after approval needs EDE's consent [4]. The AED 2,000 accreditation fee is the cheapest insurance in the project.

What documents does EDE ask for before it approves a plant?

EDE asks for an economic feasibility study, the Ministry of Industry's approval of the factory project, utility, municipality, environmental and Civil Defence approvals, the dosage forms and production lines, equipment lists, and the licences and appointment decisions of the Production, Quality Assurance and Quality Control managers, alongside the company's ownership documents [1].

Each group of documents belongs to a different stage, as EDE's service page lists them [1].

DocumentWho issues or prepares itStage

The feasibility study is filed at the very first stage, so it fixes the dosage forms and capacity you describe to the regulator before the design is finished. Write it from the same product list your engineers are designing for. Municipality, Civil Defence and utility requirements for a specific plot were outside the research for this guide; take them from the authority for the plot you choose.

Who has to run the plant, and which roles need a licensed pharmacist?

EDE requires a pharmaceutical factory to appoint a Production Manager, a Quality Assurance Manager and a Quality Control Manager, each holding a licence and an appointment decision, and to fill these roles with a licensed, experienced pharmacist. The licences are issued through MOHAP before EDE's final licence, and stay a condition of every renewal [1][6].

These are EDE's titles. "Qualified Person" is a European Union term and does not appear on the EDE pages used for this guide, so do not build a UAE organisation chart around it.

The roles are not paperwork. EDE evaluates qualified staff at the GMP initial approval stage, before the certificate, so the people must be hired while the plant is still being commissioned [1]. The annual renewal again requires valid licences for all three managers [6]. On the research's reading of the decree-law, EDE may suspend a licence if the factory no longer has qualified supervisors, and the owner must employ UAE citizens in professions set by legislation [4]. MoIAT adds a floor of at least 10 employees for its Industrial Production Licence [3].

Pro Tip: Recruit the Quality Assurance manager first, before the engineering plans go to EDE. The QA manager writes the quality system the GMP inspection tests, should sign off the cleanroom and equipment design the plan review accredits, and must be in post for EDE's evaluation of qualified staff at stage three [1]. Hiring after construction means the inspection waits for the hire, and every re-inspection costs AED 3,000.

Which GMP standard does EDE inspect a UAE plant against?

EDE inspects a UAE pharmaceutical plant against the GMP guidelines issued by the UAE, the Gulf Cooperation Council and the World Health Organization. The GMP certificate costs AED 2,000, is issued 3 to 5 working days after the inspection report, is valid for one year, and its renewal needs a new on-site inspection [7].

EDE's certificate page states the standard in one line: "The inspection is conducted in accordance with the Good Manufacturing Practice (GMP) guidelines issued by the United Arab Emirates, the Gulf Cooperation Council (GCC), and the World Health Organization (WHO)." [7] All of EDE's technical recommendations must be implemented before the certificate issues.

On the research's reading of the decree-law, good practice rules are issued by EDE's board and are to be consistent with internationally recognised principles, a factory must comply with the GMP rules EDE approves, and repeated GMP failure is a ground for cancelling a product's marketing approval [4].

The yearly cycle matters for the budget. EDE's renewal fee list includes the AED 2,000 certificate but does not say whether the AED 3,000 inspection fee is charged again, so confirm that with EDE [6]. Many investors design above the inspection standard for export buyers: the Emirates Development Bank said Himalaya Wellness's Dubai Industrial City factory was being built to European Medicines Agency GMP, WHO and US FDA standards [8]. That is a commercial choice, not an EDE requirement.

Is the UAE a PIC/S member, and what does it mean for exporters?

No. The UAE is not a participating authority of the Pharmaceutical Inspection Co-operation Scheme (PIC/S). EDE submitted a pre-accession application on 5 March 2026, and PIC/S appointed a Rapporteur on 15 July 2026, which marks the start of the pre-accession process. A UAE GMP certificate is not a PIC/S-member certificate as of October 2026 [9][10].

PIC/S announced the step from Geneva on 28 July 2026: "On 15 July 2026, a Rapporteur was appointed by written procedure for the pre-accession application" of the Emirates Drug Establishment [9]. Its members page lists 53 participating authorities and no UAE authority [10]. Pre-accession is the first of two phases, and no formal accession application has been reported for EDE. Two regional regulators are already inside the scheme.

CountryRegulatorPIC/S status (October 2026)What it means for a GMP certificate
United Arab EmiratesEmirates Drug EstablishmentPre-accession application received 5 March 2026; Rapporteur appointed 15 July 2026 [9]A national certificate, not a PIC/S-member certificate
Saudi ArabiaSaudi Food and Drug AuthorityParticipating authority since July 2023 [10]Issued by a PIC/S participating authority
JordanJordan's medicines regulatorAccession in January 2026 [10]Issued by a PIC/S participating authority

For an exporter, each importing country decides how much weight to give a foreign GMP certificate, and PIC/S membership is one signal some regulators and buyers use. Until EDE completes accession, plan each export market on its own requirements, which may include its own inspection of your plant. EDE's Certificate of a Pharmaceutical Product for export costs AED 1,000, takes 5 working days and is valid for one year for a locally made product [11]. On the research's reading, the conditions for export-only manufacture are left to the decree-law's implementing regulation [4].

Real Talk: Do not describe your plant as "PIC/S-compliant UAE GMP" in a tender or an investor deck. The UAE regulator is at the first stage of a two-stage process, and an overseas regulator reading that phrase will check [9][10]. Say what is true: the plant holds an EDE GMP certificate inspected against UAE, GCC and WHO guidelines, and, if you built to a stricter standard, name it and who audited you against it.

How does a medicine made in a UAE factory get registered?

A locally made medicine needs its own EDE marketing authorisation before it can be sold. For a conventional drug or biological product, EDE lists 45 working days, an AED 100 application fee and AED 7,000 for the authorisation, plus AED 3,500 per analysis and AED 1,000 for the pharmacovigilance plan; the authorisation is valid for five years [12].

EDE says the applicant can be a licensed medical warehouse, a local medical product manufacturer or a marketing office, so a licensed UAE factory can register its own products [12]. The dossier follows the eCTD structure and covers stability, bioequivalence where required, pharmacovigilance and analysis through EDE's quality control laboratory [12]. On the research's reading of the decree-law, the applicant must hold a valid GMP certificate, which for a local plant is EDE's own, so registration follows the certificate rather than running alongside construction [4]. Use the construction window to prepare dossiers so they can be filed the day the certificate issues.

Price is a separate service: EDE's pricing certificate costs AED 500 per product, lists 90 working days and needs Pharmaceutical Pricing Committee approval [13].

Item, per productFee (AED)EDE clockNotes
Marketing authorisation, including application7,10045 working daysValid five years, or as EDE grants [12]

Pricing certificate50090 working daysPharmaceutical Pricing Committee approval [13]
Bioequivalence centre accreditation100 plus 2,0004 monthsOnly where your study centre needs EDE accreditation [14]

Run back to back, the published review clocks come to 135 working days, so the time to a priced, sellable product is not 45 days. Kayrouz and Associates, a UAE law firm, put registration at 3 to 6 months for a complete dossier in March 2026 [15].

The two-year launch rule

Under Federal Decree-Law No. 38 of 2024, on the research's reading of the Arabic text, EDE can cancel the marketing approval of a locally manufactured product that is not placed on the market within two years of approval without an acceptable excuse; for an imported product the window is one year [4]. A plant that registers forty products and can run ten in its first two years has thirty approvals at risk, each costing at least AED 7,600 in EDE fees to obtain again [12][13]. The holder must also designate licensed establishments to store and distribute its locally made product [4]. Register in waves that match validated line capacity.

Common Mistake: Treating the 45 working days as the launch date. That is the authorisation review once the file is complete; the 90-day pricing clock runs separately, analysis runs through EDE's laboratory, and none of it starts before the GMP certificate [4][12][13]. Build the first year's sales plan on the full sequence.

How are locally made medicines priced, and which incentives are actually in force?

EDE's Pricing Rules price a generic fully manufactured in the UAE at 70% of the originator price whatever its order of entry, against 60%, 50% and 40% for the first, second and later imported generics. That rule is in force; the Article 30 incentives system and a fast track for local generics remain proposals or recommendations [16][17].

The Pricing Rules are an Arabic document linked from EDE's pricing certificate page; the file is dated February 2026 and the text carries no decision number [16]. The summaries here are translations, not EDE's wording. The 70% price applies to a generic fully manufactured locally, meaning all manufacturing operations; a generic made partly locally or under contract is priced by entry order under the ordinary generic rules [16]. An innovator owner that manufactures in the UAE, or moves a manufacturing stage to a local factory, gets the innovator's approved price and five years of protection from the price-review rules from the contract start date [16].

Fast-track registration for local genericsProposedFederal National Council [17]Nothing until adopted

Gulf News reported on 7 January 2026 that the Federal National Council recommended those Article 30 measures and proposed fast-track approval for locally made generics [17]. Its February 2026 report on EDE's national manufacturing project noted that the announcement did not specify any financial or other incentives [2]. Khaleej Times reported on 21 January 2026 that EDE was reviewing its drug pricing rules [20]. Over-the-counter general sale products are exempt from pricing [16], so the 70% advantage matters most for prescription generics.

Quick Math: Take an originator priced at AED 100 a pack. A fully local generic is priced at AED 70 whatever its entry order; an imported generic entering third or later is priced at AED 40 [16]. That is AED 30 a pack, or 75% more per unit than the late imported competitor. If the plant's case only works at AED 70, test it at AED 60 too, because the rules are under review [20].

Real Talk: Build the business case on the first six rows of the table and none of the last three. The Article 30 system is a legal promise with no decision behind it, and Federal National Council recommendations go to the Cabinet, not into law [4][17]. If they arrive, they are upside.

What do the Ministry of Industry, ICV and customs exemption add for a pharma plant?

MoIAT licenses the factory as an industrial establishment, with no application fee, an AED 100 inspection, at least 10 employees and AED 250,000 capital. That licence opens MoIAT's customs duty exemption on registered inputs, requested at AED 100 per HS code, and In-Country Value (ICV) certification for government tenders [3][18].

MoIAT's Industrial Production Licence page lists 5 working days, its FAQ says within 15 business days, and a local industrial licence is needed first [3]. The customs exemption covers the 5% duty on machinery and equipment during construction and extends to raw materials and spare parts once the plant is producing, with each input requested by HS code [18]. Our manufacturing company setup guide sets out the industrial licence and exemption process in full.

No pharmaceutical-specific ICV scoring rule or preferential medicine tender rule was found for this guide, so treat ICV as a general advantage with government buyers. Development finance exists for named projects: the Emirates Development Bank announced on 26 October 2023 that it financed Himalaya Wellness's AED 200 million herbal pharmaceutical factory at Dubai Industrial City [8].

Pro Tip: Register your machinery HS codes with MoIAT before the equipment ships. The exemption is phase-gated, covering machinery during construction and raw materials only once production starts, and is requested per HS code at AED 100 each [18]. A filling line that clears customs before its codes are registered pays the 5% duty on the full invoice.

What permits do APIs, raw materials and exports need?

Importing APIs and other pharmaceutical raw materials needs an EDE import permit: AED 100 per application, 3 working days for the initial import request and 2 for shipment clearance, valid two months, with Ministry of Interior security approval. Exporting a locally made medicine usually starts with EDE's AED 1,000 Certificate of a Pharmaceutical Product [21][11].

On the research's reading of the decree-law, importing and exporting raw materials needs EDE approval, the applicant must be a licensed establishment such as a factory, and lending solvents between factories also needs EDE approval [4].

Permit or certificateFee (AED)EDE clockValidity or note
Import permit for medical materials and products100 per application3 working days (request), 2 (shipment clearance)Valid two months; security approval required [21]
Precursor chemicals on the import permit1% of invoice value, minimum 200As abovePrecursor chemicals only [21]
Certificate of a Pharmaceutical Product for export1,0005 working daysValid one year for a locally made product [11]
MoIAT customs exemption request100 per HS codePer MoIATMachinery first, raw materials once producing [18]

A two-month permit shapes procurement: an API shipment that slips past the window needs a new permit. Biological products carry an extra step, because on the research's reading the decree-law requires an EDE release certificate for each batch of certain biological products [4]. A vaccine or fill-finish plan should confirm with EDE how batch release will work for product made in the UAE.

Free zone or mainland: where should a pharmaceutical factory be licensed?

A pharmaceutical factory can be licensed in a free zone or on the mainland, and EDE's licence, GMP certificate and product rules are identical in both. The differences are ownership and tax: free zone factories are exempt from national-shareholding ratios under Federal Decree-Law No. 38 of 2024, and only a free zone company can be a Qualifying Free Zone Person [4][19].

EDE answers the ownership question in its own FAQ: "Can a non-UAE national own a pharmaceutical facility? Yes, provided that approval is obtained from the relevant local authority specifying the permitted foreign ownership percentage." [1] On the research's reading of the decree-law, each emirate's company authority may set a minimum national shareholding for factories or open them to full foreign ownership, and free zone factories are exempt from that ratio [4]. Drug importers deal with the Commercial Agencies Law; a factory does not take its ownership rule from that law.

Which UAE locations already host pharmaceutical plants?

Dubai Science Park, JAFZA, Dubai Industrial City and Abu Dhabi's KEZAD all host announced pharmaceutical projects, and Sharjah announced three plants in 2025. Dubai Science Park charges AED 25,000 a year for its Therapeutics Manufacturing and Production segment under Dubai Development Authority (DDA) Decision No. 1 of 2021, with one activity [22].

The same DDA decision prices the other Therapeutics segment, excluding manufacturing and production, at AED 15,000 with five activities, and defines manufacturing and production as transforming raw materials into finished products, including packaging and labelling [22]. The segment is a zone licence, and EDE and MoIAT still apply on top. Our Dubai Science Park setup guide covers the zone's fees, space and approvals.

The table lists announcements by named companies or authorities, not completed-project costs or benchmarks for your plant.

Which activity code covers a medicine factory?

On Dubai's DET activity list, the core code is 2100101 Medicine Manufacturing, an industrial activity covering any formulation containing one or more medical substances. Vaccines sit under 2100102, active ingredients under 2100105 Medicinal Chemicals Manufacturing and veterinary medicines under 2100106. Repacking is 8292004 Pharmaceuticals Packing, a commercial activity [29].

These codes come from BusinessDubai.ae's register of published UAE authority activity lists, compiled in July 2026 from a public copy of the DET list, so confirm the exact name and code on the live list at application.

2100101Medicine ManufacturingIndustrialFormulations containing medical substances used to cure or prevent human disease
2100102Vaccines and Inoculants ManufacturingIndustrialBiological preparations that build immunity

2100106Veterinary Medicine ManufacturingIndustrialMedicines for animal disease
8292004Pharmaceuticals PackingCommercialRepacking products into small packs, not manufacture

JAFZA lists 242301 to 242304 for the same four manufacturing activities, and RAKEZ carries Medicine Manufacturing [29]. No Dubai DET code was found for biologics fill-finish or biotech pharmaceuticals; Abu Dhabi lists 2100904 Biotech Pharmaceuticals Manufacturing and Dubai CommerCity and DAFZ list 2100005 [29].

Common Mistake: Licensing a packing activity when you plan to manufacture. Pharmaceuticals Packing is a commercial activity for repacking finished products [29], and it does not make you a manufacturer for EDE, MoIAT or the 70% local-generic price, which needs all manufacturing operations done in the UAE [16]. Skincare may belong under a different regime; see our cosmetics manufacturing guide, and for devices our medical equipment trading guide.

How is a pharmaceutical manufacturer taxed in the UAE?

A free zone pharmaceutical manufacturer can pay 0% corporate tax on qualifying income as a Qualifying Free Zone Person, because Ministerial Decision No. 229 of 2025 lists manufacturing and processing of goods as Qualifying Activities. A mainland manufacturer, or a free zone company outside the regime, pays 0% on the first AED 375,000 of taxable income and 9% above [19].

Ministerial Decision No. 229 of 2025 defines the activity in Article 2(3)(a): "Manufacturing of goods or materials includes the production, improvement or assembly of products and materials from raw materials or components." [19] Article 2(3)(b) covers processing, relevant to formulation and fill-finish: "Processing of goods or materials includes the preparation, treatment, transformation or conversion of goods or materials into another form of good or material for commercial or industrial use or sale." [19]

Who you sell to decides the result. Article 2(2)(a) makes "Any transactions with natural persons" an Excluded Activity, with exceptions that do not include manufacturing [19]. Sales to distributors, hospitals and other companies, and exports, are sales to juridical persons, so they can be qualifying income for a free zone manufacturer; selling direct to patients is not. Non-qualifying revenue must stay within Article 3's de minimis limit, met where it "does not exceed 5% (five percent) of the total Revenue of the Qualifying Free Zone Person in that Tax Period or AED 5,000,000 (five million dirhams), whichever is lower." [19] Substance, audited financial statements and arm's-length related-party pricing are also required; our Qualifying Free Zone Person guide covers each.

A company that fails a condition is taxed at the ordinary rates, 0% up to AED 375,000 and 9% above, from the start of that tax period, and cannot be a Qualifying Free Zone Person for the following four tax periods.

Originators have a second route: the same decision sets nexus rules for income from qualifying intellectual property, which covers patents but not trademarks [19]. A company that patents a formulation or process it develops in a free zone may have qualifying IP income, separated from the product price on transfer-pricing principles; a generic maker usually has none. Our IP holding company guide explains the limits. Small Business Relief covers revenue up to AED 3,000,000 for tax periods ending on or before 31 December 2029 and is not available to a Qualifying Free Zone Person; see our Small Business Relief guide. Cabinet Decision No. 142 of 2024 applies the top-up to groups with annual revenue of EUR 750 million or more in at least two of the four preceding fiscal years [26].

Quick Math: A free zone plant with AED 60 million of revenue has a de minimis ceiling of the lower of 5%, which is AED 3 million, and AED 5 million, so AED 3 million of non-qualifying revenue is the limit [19]. At AED 200 million of revenue, 5% is AED 10 million, so the AED 5 million cap applies. A factory outlet selling to patients counts against that ceiling from the first sale.

Is VAT charged on medicines made in the UAE?

Medicines registered for the UAE market are zero-rated for VAT under Cabinet Decision No. 56 of 2017, and exports of goods are zero-rated when they leave the UAE within 90 days with evidence. A manufacturer making zero-rated supplies charges 0% VAT on those sales and can normally recover the VAT it pays on its inputs [27][28].

Cabinet Decision No. 56 of 2017, in force from 1 January 2018, zero-rates medications and medical equipment registered with the Ministry of Health and Prevention or imported with its permission [27]. Its text still names the Ministry while registration now sits with EDE, so confirm with the Federal Tax Authority (FTA) how an EDE-registered product is evidenced. The VAT Executive Regulation zero-rates a direct export where the goods leave the UAE or enter a customs suspension regime within 90 days of supply, with evidence kept [28]. Zero-rated supplies are still taxable supplies, which is what allows input VAT recovery on machinery, utilities and materials. A plant that also makes supplements or cosmetics needs its VAT coding set per product.

What does it cost to set up a pharmaceutical plant in the UAE?

The published costs of a UAE pharmaceutical plant are EDE fees of AED 57,100 to a first licence with one inspection, AED 27,100 a year to renew, a company from AED 12,500 licence only, and at least AED 7,600 per product in registration fees. The plant, equipment, validation and staff are quoted per project [1][6].

The table itemises every published government fee in this guide; the plant itself has no published price.

Ask the zone in writing whether it licenses Medicine Manufacturing on an industrial plot before you sign, because a commercial-zone package is not a factory. For an investor visa at IFZA or Meydan, the shareholder must also show at least AED 75,000 of capital in a bank account in the UAE or the home country [29]. For the plant itself only announced figures exist, such as Geltec's "over AED 110 million" at JAFZA in 2019 [23] and Himalaya Wellness's AED 200 million at Dubai Industrial City in 2023 [8]; they are different products at different scales, not a price list.

Quick Math: EDE's fees to a first licence are AED 57,100 and the first renewal adds AED 27,100, so AED 84,200 over two years with one inspection [1][6]. Against the AED 110 million Geltec announced for its plant, that is under 0.08% [23]. The regulator's fees are not the budget risk; the weeks a failed inspection costs on an idle line are.

Should you build a plant, use a contract manufacturer, or localise through a partner?

Building your own plant gives control but carries the full EDE chain and the capex. A licensed contract manufacturing company can make your product and, under Federal Decree-Law No. 38 of 2024 on the research's reading, can itself apply for the marketing approval. An originator localising through a UAE factory keeps the innovator price [4][16].

The decree-law names the contract manufacturing company as its own licensed category and lists it among the establishments that can apply for marketing approval [4], and EDE licenses it on the same service page as a factory [1]. For a brand owner, contracting a licensed plant avoids the plant capex and the AED 57,100 licence chain. The price consequence differs by route.

RouteCapexEDE licencePrice position

Originator localising manufacturePartner's plant or own stageHeld by the factoryInnovator price, five-year review protection [16]
Second brand licensed to a local factoryPartner's plantHeld by the factoryInnovator price during patent protection [16]

Common Mistake: Assuming a contract-made generic earns the 70% local price. The Pricing Rules give 70% only to a generic fully manufactured in the UAE; partial or contract manufacture is priced by entry order like any other generic [16]. Ask EDE how your arrangement will be classified before you model the margin.

Real Client Stories

These are composite examples built from the situations pharmaceutical investors most often face in the UAE. Names and details are illustrative, and the only figures used are published regulator fees and BusinessDubai.ae's package prices.

The tablet plant that hired its quality team last

A family group planned an oral solids plant on an industrial plot in Dubai, licensed Medicine Manufacturing and paid EDE's AED 100 application and AED 2,000 plan accreditation. It hired engineers first and left the Quality Assurance manager until the building was finished. When EDE assigned its GMP audit team, the quality system was still being written and the nominated managers were not yet licensed through MOHAP. The first inspection closed with open recommendations, a second inspection cost another AED 3,000, and the line sat validated but idle while documents caught up. Lesson: the quality team is part of the construction schedule, not the opening team.

The brand owner who expected the local price

A European generics company agreed to have a licensed UAE contract manufacturer produce several of its products, and built the business case on the higher price EDE gives fully local generics. Each product needed its own marketing authorisation at AED 7,000 plus an AED 500 pricing certificate, so the registration budget was set. The surprise came in the pricing rules: a generic made under contract is priced by entry order, and most of its products would arrive as late entrants behind imported generics already on the market. The margin model had to be rebuilt at the late-entrant tier. Lesson: confirm how EDE will classify your manufacturing arrangement before you price it.

The investor with capital but no pharmacist

An investor formed a Dubai mainland company at AED 24,400 with one visa, intending to license a sterile injectables plant afterwards. Reading EDE's requirements, he found that the Production, Quality Assurance and Quality Control managers must each hold a licence and an appointment decision, filled by a licensed, experienced pharmacist. With no pharmacist partner, he paused the plot search, recruited a QA manager and production pharmacist first, and rewrote the feasibility study around the dosage forms they could support. The company was the easy step. Lesson: secure the licensed pharmacists before you commit to a plot or a product list.

Start your pharmaceutical plant the right way

A pharmaceutical plant in the UAE succeeds or stalls on three decisions. Sequence: plans approved before construction, a quality team in post before the GMP inspection, and registrations timed to line capacity so none lapses under the two-year rule. Price: build the case on the pricing rules and incentives in force, not on Article 30 or the Federal National Council's proposals. Structure: a free zone factory for full foreign ownership and the 0% route, or the mainland when the plot and partners point there.

Frequently Asked Questions

Who issues a pharmaceutical manufacturing licence in the UAE?

The Emirates Drug Establishment (EDE) issues the licence for a medical products manufacturing facility, under Federal Decree-Law No. 38 of 2024. The factory also needs a local industrial licence and a Ministry of Industry and Advanced Technology Industrial Production Licence.

How much does the EDE factory licence cost?

EDE's fees to a first factory licence total AED 57,100 with one GMP inspection: AED 100 application, AED 2,000 engineering plan accreditation, AED 3,000 inspection, AED 2,000 GMP certificate and AED 50,000 final licence. Each re-inspection adds AED 3,000.

How long does EDE take to issue a factory licence?

EDE publishes four clocks totalling about 23 working days: 5 for initial approval, 10 to assign the GMP audit team, 5 for the certificate and 3 for the licence. Design, construction, commissioning and validation are not timed by EDE and take far longer.

Can a foreigner own 100% of a pharmaceutical factory in the UAE?

Yes in a free zone, and on the mainland where the emirate's authority approves it. EDE's FAQ says a non-UAE national can own a pharmaceutical facility with local authority approval of the foreign ownership percentage, and the 2024 decree-law, as translated, exempts free zone factories from national-shareholding ratios.

Is the UAE a member of PIC/S?

No, not as of October 2026. EDE submitted a pre-accession application on 5 March 2026 and PIC/S appointed a Rapporteur on 15 July 2026, which starts the first of two phases toward membership.

Which GMP guidelines does EDE inspect against?

EDE inspects against the GMP guidelines issued by the UAE, the Gulf Cooperation Council and the World Health Organization. The certificate costs AED 2,000, is valid for one year and needs a new on-site inspection to renew.

What does it cost to renew a pharmaceutical factory licence each year?

EDE's annual renewal costs AED 27,100: AED 100 application, AED 25,000 licence renewal and AED 2,000 GMP certificate. It needs a valid GMP certificate, industrial licence, staff licences, environmental permit and Civil Defence certificate.

Do I need a pharmacist to open a pharmaceutical factory in the UAE?

Yes. EDE requires licensed Production, Quality Assurance and Quality Control managers with appointment decisions, filled by a licensed, experienced pharmacist, and their licences are issued through MOHAP before the final factory licence.

Can I start production before I get the GMP certificate?

No. Federal Decree-Law No. 38 of 2024, as translated from the Arabic, prohibits starting manufacture before the GMP certificate, which is also a condition of the factory licence and of each product's marketing approval.

Does MOHAP still license pharmaceutical factories?

No. Factory licensing, GMP certification, registration and pricing sit with EDE, which took over MOHAP's pharmaceutical services at the end of December 2025. MOHAP still licenses the health professionals who manage the plant.

How long does it take to register a locally made medicine?

EDE lists 45 working days for a marketing authorisation and a separate 90 working days for the pricing certificate, so up to 135 working days of review. One UAE law firm put registration at 3 to 6 months for a complete dossier in March 2026.

What happens if I do not launch a registered product within two years?

EDE can cancel the marketing approval of a locally made product not on the market within two years of approval without an acceptable excuse, under the 2024 decree-law as translated from the Arabic. For imported products the window is one year.

How is a locally made generic priced compared with an imported one?

Under EDE's Pricing Rules, a generic fully manufactured in the UAE is priced at 70% of the originator regardless of entry order. Imported generics get 60% for the first, 50% for the second and 40% for the third and later.

Does a contract-manufactured generic get the 70% local price?

No. The 70% price applies only to a generic fully manufactured locally. A generic made partly locally or under contract is priced by entry order under the ordinary generic rules, so confirm your classification with EDE first.

Is there a fast track for registering locally made generics?

Not as of October 2026. The Federal National Council proposed fast-track approval for local generics in January 2026, but no adopted rule was found; the decree-law's existing fast track is for innovative products of therapeutic importance.

What incentives does the UAE give pharmaceutical manufacturers in 2026?

The incentives in force are EDE's local-manufacture pricing rules, the free zone exemption from national-shareholding ratios, MoIAT's customs duty exemption on inputs, ICV and the 0% Qualifying Free Zone Person route. The Cabinet incentives system required by Article 30 had not been found issued.

Can I import APIs and machinery duty-free?

Usually, through MoIAT's customs duty exemption for licensed industrial establishments. It covers the 5% duty on machinery during construction and raw materials once producing, requested at AED 100 per HS code.

Do I need a permit to import raw materials for a pharmaceutical plant?

Yes. EDE's import permit costs AED 100 per application, takes 3 working days for the request and 2 for shipment clearance, is valid for two months and needs Ministry of Interior security approval.

Can a UAE factory make medicines for export only?

The 2024 decree-law, as translated from the Arabic, leaves the conditions for export-only manufacture to its implementing regulation, so confirm the position with EDE. EDE's export Certificate of a Pharmaceutical Product costs AED 1,000.

Do I need a separate licence to sell or distribute what my factory makes?

Yes, if the factory itself will import, export, market or distribute; the decree-law, as translated, requires a separate licence for those activities. Many plants appoint an existing licensed distributor instead.

Do pharmaceutical manufacturers in a free zone pay corporate tax?

A free zone manufacturer that is a Qualifying Free Zone Person pays 0% on qualifying income, because Ministerial Decision No. 229 of 2025 lists manufacturing and processing as Qualifying Activities. Failing a condition means ordinary rates of 0% to AED 375,000 and 9% above, and four more periods outside the regime.

Can a free zone pharmaceutical factory sell to UAE hospitals and keep 0% tax?

Sales to hospitals, distributors and other companies are sales to juridical persons, so they can be qualifying income. Direct sales to patients are excluded, and non-qualifying revenue must stay under the lower of 5% of revenue or AED 5 million.

Are medicines zero-rated for VAT in the UAE?

Yes. Cabinet Decision No. 56 of 2017 zero-rates registered medications, and exports of goods are zero-rated, so a manufacturer can normally recover its input VAT. The decision still names MOHAP, so confirm the EDE position with the FTA.

What does Dubai Science Park charge for a pharmaceutical manufacturing licence?

Dubai Science Park charges AED 25,000 a year for its Therapeutics Manufacturing and Production segment, with one activity, under DDA Decision No. 1 of 2021. EDE and MoIAT licences still apply on top.

How much does it cost to build a pharmaceutical factory in the UAE?

No official benchmark exists; the published costs are government fees such as EDE's AED 57,100. Announced projects include Geltec's "over AED 110 million" JAFZA plant in 2019 and Himalaya Wellness's AED 200 million Dubai Industrial City factory in 2023.

Can a new pharmaceutical plant use Small Business Relief?

Only with revenue at or below AED 3 million and only if it is not a Qualifying Free Zone Person. The relief applies to tax periods ending on or before 31 December 2029, and most plants exceed the limit once production starts.
